RESOLUTION Result . . . . / A RESOLUTION APPROVING AND ENDORSING THE PRINCIPLE OF FEDERAL BLOCK GRANTS WITHIN AVAILABLE SOURCES OF REVENUE ON A POPU- LATION FORMULA TO BE USED FOR GENERAL GOVERNMENT PURPOSES. WHEREAS, there is now pending before the United States Congress certain proposals relating to the return of Federal monies to the cities by block grant; and WHEREAS, it is proposed that a portion of the taxes collected by the Internal Revenue Service would be returned to the cities to be used for general government purposes; and WHEREAS, these block grants would be a supplement to the present funds of the cities and should be made to each city on the basis of population; and WHEREAS, such block grants should only be made from available revenue and should not result in or contribute to further increases of the national debt with the attendant evils of inflation; and WHEREAS, the National League of Cities has reviewed the Federal block grant proposal and overwhelmingly endorsed it; and WHEREAS, it is the desire of the Board of Commissioners of Salt Lake City to approve and endorse the principle of Federal block grants and encourage its adoption by the Congress of the United States subject to the aforementioned limitations; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Salt Lake City, Utah, that the principle of Federal block grants to be used by cities for the purposes of general government be approved and endorsed insofar as the same shall not result in further deficits in Federal spending.
