RESOLUTION
Result
WHEREAS, barbers and beauticians and others rendering personal
services for the human body are required by State law to be licensed
and regulated by State agencies; and
WHEREAS, persons acting as masseurs and masseuses are not
presently licensed or regulated by State law; and
WHEREAS, it is the opinion of the Salt Lake City Commission
that persons in the occupation of a masseuse or masseur should be
properly trained, supervised and licensed in the same manner as
other persons providing personal services on the human body; and
WHEREAS, the Utah courts have recently ruled that local laws
pertaining to standards of educational training of this type of
profession is exclusively a State prerogative and outside of their
powers of control.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF
SALT LAKE CITY, UTAH, that the Board does hereby urge the Utah State
Legislature to consider and pass a bill requiring those persons,
wishing to practice as a masseur or masseuse, to be adequately
trained and that they be licensed and supervised by the State.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 7th day of August , 1974.
