I have your letter of September 23rd transmitting
the Resolution of the Board of Commissioners of Salt Lake
City requesting the inclusion on the agenda of the next
session of the Utah State Legislature of a provision for
a tax for the operation of a joint City-County Health
Department.
The next session of the Legislature is a budget
session which is limited to budget matters, unless the
Legislature itself, by a 2/3 vote of each house, expands
the agenda.
I am, therefore, forwarding your correspondence to
the Legislative Council for their consideration.

Here is a resolution, passed by the Board of Commissioners of Salt
Lake City, Utah, requesting you to specifically include on the agenda
of the next session of the Utah State Legislature, a provision for a
tax for the operation of the joint City-County Health Department.
This matter is very vital to both Salt Lake City and to Salt Lake
County in their endeavor to consolidate their respective Boards
of Health.

TO THE HONORABLE CALVIN L. RAMPTON, GOVERNOR OF THE STATE OF UTAH:
WHEREAS, Salt Lake City Corporation urged the past Utah
Sate Legislature to enact an increase of local sales tax to aid
Salt Lake City in a solution of its revenue problems; and
WHEREAS, the Legislature indicated that Salt Lake City
Corporation should do all in its power to consolidate services
with Salt Lake County; and
WHEREAS, Salt Lake City and Salt Lake County have contracted
for a merger of the Health Departments of each local governing
body; and
WHEREAS, the costs of said merged department will be sub-
stantially in excess of $1,000,000;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF SALT LAKE ;IiveigAH, that the next session of the Utah State
Legislature, caussmosnottc in January of 1970, should consider the
passage of an enabling act to allow Salt Lake County to increase
its property tax levy for Health Department purposes. We there-
fore respectfully request the Honorable Governor of this State
to specifically include on the agenda of the next session of
the Utah State Legislature a provision for a tax for the operation
of the joint City-County Health Department.
