The resolution is as follows: RESOLUTION NUMBER 55 A RESOLUTION providing for the holding of a special election in Salt Lake City, Utah, for the purpose of submitting to the qualified electors thereof the ques- tion of the issuance of $25,000,000 Gen- eral Obligation Airport Bonds of said city. *** *** *** WHEREAS it has been determined by the Board of Commissioners of Salt Lake City to be necessary to make certain improvements and ex- tensions to the municipal airport of said city; aid WHEREAS the city does not have funds available for the pay- ment of the cost thereof and has determined to defray such cost through the issuance of its bonds in the amount specified in the form of ballot hereinafter provided; and WHEREAS it is desired to submit the question of the issuance of such bonds to the vote of the qualified electors of the city; NOW, THEREFORE, Be It and It Is Hereby Resolved by the Board of Commissioners of Salt Lake City, Salt Lake County, Utah, as follows: Section 1. That on the 1st day of December, 1970, there shall be held in Salt Lake City, Utah, a special bond election between the hours of 7:00 o'clock A.M. and 8:00 o'clock P.M., at which there shall be submitted to the qualified electors of said city the proposi- tion appearing in the form of ballot set out in Section 5 hereof. Section 2. That for purposes of the special bond election the regular election districts of the city shall be and are hereby com- bined into the Special Bond Election Consolidated Districts, and the {./ - 2 • • voting places for each of said Special Bond Election Consolidated Districts at said election, shall be as specified and enumerated in the form of notice of election set out in Section 4 hereof, and the election judges and the alternate election judges to serve at the voting place so established for each Special Bond Election Consoli- dated District, each of whom shall be a qualified elector of the city, shall be those to be named by resolution to be hereafter adopted. Section 3. That such election shall be conducted and regis- tration therefor shall be governed as nearly as may be in conformity with the laws of the State of Utah, including particularly the Utah Municipal Bond Act, as amended, and the officials of said city and the registration agents for each election district in said city shall and are hereby authorized and directed to perform and do all things necessary to the proper calling and conduct of such election and the canvass of the results thereof. Section 4. That notice of said election shall be published once a week during three (3) consecutive weeks, the first publication to be not less than twenty-one (21) nor more than thirty-five (35) days before the election, in the Deseret News a newspaper published and of general circulation in Salt Lake City. ELECTION NOTICE TO ALL QUALIFIED ELECTORS OF SALT LAKE CITY, UTAH TAKE NOTICE that on the 1st day of December, 1970, a special bond election will be held in Salt Lake City, Utah, at the places set out below for the purpose of submitting to the qualified electors of said city the following proposition: - 3 - K • PROPOSITION Shall negotiable coupon general obligation bonds of Salt Lake City, Utah, in the sum of $25,000,000 bearing interest at a rate or rates not in excess of eight per cent (8%) per annum and due and pay- able in not to exceed thirty (30) years from the respective date or dates thereof, be issued and sold for the purpose of defraying the cost of improving and extending the municipal airport of said city by adding to and remodeling the exist- ing airline terminal building and facilities, con- structing additional auxiliary buildings and facil- ities to be used in connection with the operation and maintenance of the airport, improving and re- habilitating airport runways, making site reloca- tion of airport utility facilities made necessary by reason of such improvements and extensions, to- gether with the acquisition of all land necessary therefor, and the acquisition of all appurtenant facilities necessary or convenient in connection with such improvements and extensions, all for the use of the traveling public and others using the municipal airport facilities? The polls at each polling place will be open from 7:00 o'clock A.M. to 8:00 o'clock P.M. There will be no special registration of voters for the special bond election and the official register last made or revised shall constitute the register for such bond election; except that the County Clerk of Salt Lake County will register as provided by law, at his office during regular office hours, except Saturdays, Sundays and holidays, and except during the ten-day period immediately preceding the bond election, any person who on the daycff the election will be a qualified elector. The County Clerk will make available or will cause the registration agents to make available at each of the above described polling places, a registration list or copy thereof listing all regis- tered electors entitled to use such voting place. Notice is further given that on December 7th , 1970, that being a day not later than ten days after said election, the Board of Commissioners will meet at its regular meeting place in the City Hall at 10:00 o'clock A ,M., and canvass the returns and declare the results of said election. That the necessary ballot boxes, paraphernalia, equipment, supplies and ballots to be used in voting upon the proposi- tion submitted at such special bond election shall be prepared and furnished by the City Recorder to the boards of election to be furn- ished by them to the voters. That only registered, qualified electors of Salt Lake City shall be permitted to cast a vote at such special bond election. Section 7o That any person applying for a ballot at any polling place designated for the conduct of such election, whose qualifications to vote are challenged for cause by any one or more of the election officials, or by any other person, at the time the ballot is applied for shall receive a ballot and be permitted to vote if (1) such person is shown on the registration lists as a registered voter in Salt Lake City and (2) such person takes an oath in the form in which such oath is set forth in Section 8 hereof, sworn to before one of the election officials that he is a qualified elector of Salt Lake City. In the case of any such challenge or• challenges, the elec- tion judges shall keep a list of the names of each person challenged, the grounds for such challenge and whether or not such person was R-1 - 12 - J permitted to vote. Such lists shall be made in duplicate by the election judges at each polling place and after the polls shall have been closed a duplicate list shall be returned to the Board of Commissioners by the election judges, so that such duplicate list will be available to the Board of Commissioners when it can- vasses the election results. Section 8. That the oath referred to in Section 7 hereof shall be in substantially the following form: ELECTOR'S OATH STATE OF UTAH COUNTY OF SALT LAKE )) The undersigned, having been first duly sworn upon oath deposes and says under the pains and penalties of perjury, as fol- lows: That I am a citizen of the United States and have been so for not less than ninety (90) days; that I am of lawful voting age; that I am now and have been a resident of the State of Utah for not less than one (1) year, of Salt Lake County for not less than four (4) months, and of the voting district or precinct of Salt Lake City in which I am offering to vote for not less than sixty (60) days; that I am a duly registered voter of Salt Lake County, and I am a qualified voter of and reside within the con- fines of Salt Lake City; and that I have not previously voted at the bond election being held on this 1st day of December, 1970, in Salt Lake City. Signature of Elector Address of Elector - 13 - N I, the undersigned, Judge of Election, hereby certify that the person whose signature appears above, signed the foregoing state- ment on this 1st day of December, 1970, immediately after• I adminis- tered to him an oath in the following words: "You do solemnly swear (or affirm) that you have read the oath to which you are about to subscribe your signature and that the facts recited therein are true and correct, so help you God (or under the pain and penalties of perjury)." Judge of Election Each of the election officials to be hereafter appointed is expressly authorized to administer such oath in accordance with the provisions of Section 6 of Chapter 14 Title 11, Utah Code Annotated, 1953, as amended. Section 9. That immediately after the polls are closed the judges appointed to conduct the election shall proceed to count and canvass the votes, and shall promptly thereafter certify the result to the Board of Commissioners, and the said Board of Commissioners shall meet as a Board of Canvassers within ten (10) days after the date of said election, to-wit: On Monday the 7th day of December, 1970, at the hour ofi0:00 o'clock A .M., at its regular meeting place in the City Hall in Salt Lake City, Utah, and if the majority of the votes cast at such election are in favor of such proposition, then the Board of Commissioners shall cause an entry of that fact to be made upon its minutes, and thereupon this Board of Commissioners shall be authorized and directed to issue such bonds. Section 10. That immediately after the adoption of this resolution the Clerk shall furnish a certified copy hereof to the County Clerk of Salt Lake County. The County Clerk shall, in accordance with - 14 - H the provisions of Section 11-14-7, Utah Code Annotated, 1953, regis- ter at his office during regular office hours except Saturdays, Sun- days and holidays, and except during the ten-day period immediately preceding the special election, in the same manner as provided by law for registration by registration agents, any person who on the day of the bond election will be a qualified elector. The County Clerk shall also make available, or cause the registration agents therein to make available, at each polling place herein established for the conduct of said election, registration lists, or copies thereof, listing all registered electors entitled to use such voting place. Section 11. That immediately after its adoption this resolu- tion shall be signed by the Mayor and City Recorder, shall be recorded in a book kept for that purpose and shall take immediate effect.
