Rarapton and soak an affable sdution to the problem. This resolution will advise the Governor of thew problems and requests hint to halt the planned development by State amass, and to direct these agencies to own*with City zee*laws and to confer with City planning officials to locate suitable office space locations. Greener Harmsen ���r�a�c� G�ddUl��r✓Y� Wow Phillips RESOLUTION Result / WHEREAS, Salt Lake City has a comprehensive plan for land use, en- forced and implemented by City law; and WHEREAS, as an intrigal part of said plan is consideration of traffic flow problems and the protection of residential areas; and WHEREAS, this responsibility and authority for planning of land uses has been given to the City by the Utah Legislature; and WHEREAS, the State of Utah, through its executive department, should be sensitive to and complement the City master plans for zoning and land uses within the Capitol City of this State; and WHEREAS, the State of Utah, through its State Building Board, has developed plans to construct and remodel structures for the purpose of utilizing the same for office space in an area known as Capitol Hill, which plans are totally incompatable with City zoning laws which reserves the area for R-4 and R-5 residential uses; and WHEREAS, the said State Plans are further ill advised for many other reasons, including the fact that traffic and parking problems created by the plans are inadequate and will press an unwise and unfair burden on surrounding residential areas; and WHEREAS, thus far the State has heretofore steadfastly maintained that they are totally immune from City zoning laws and the studied opin- ions of City officials conversant with and responsible for land use development in Salt Lake City; and WHEREAS, said agencies have not coordinated any of these plans with the City and the City has received vigorous complaints about said develop- ments; and WHEREAS, the Salt Lake City Commission is of the belief that a partnership of cooperation should exist between the City and State in the planned development of Capitol Hill; NOW, THEREFORE, BE IT RESOLVED by the Board of Salt Lake City Commissioners that it does hereby express its concern and dismay over the attitude of certain State officials in ignoring City zoning and planning ordinances, which ordinances were passed after considerable study and under the direction of the State Legislature. BE IT FURTHER RESOLVED, that the Governor of the State be advised of these problems, be requested to halt this planned development by State agencies, be requested to direct these agencies to comply with City zoning laws and to confer with City planning officials to locate suitable office space locations. BE IT FURTHER RESOLVED, that the Mayor be, and he is hereby re- quested, to personally deliver a copy of this resolution to the Governor and seek an amicable solution to this problem. • -2- Passed by the Board of Commissioners of Salt Lake City, Utah, this 16th day of September, 1975.
