RESOLUTION Result . . . . WHEREAS, Proposition No. 1, commonly referred to as the "Gateway Amendment" to amend Article XXIII, Section 1, of the Constitution of the State of Utah, will be submitted to the voters of this state at the general election to be held on November 3, 1970; and WHEREAS, said proposed amendment provides as follows with respect to any future amendment to the Constitution of the State of Utah: - "* * * Such amendment may relate to one subject, or any number of subjects, and may modify, or repeal pro- visions contained in other articles of the constitution, if such provisions are germane to the subject matter of the article being revised, amended or being proposed as a new article." and, WHEREAS, the allegations of the proponents of said "Gateway Amendment" that it will permit only an article by article amendment procedure and preserve the present safeguards in the constitutional amendment process are patently false; and WHEREAS, the unlimited breadth of the proposed "Gateway Amendment" would permit hidden changes in existing constitutional provisions without public awareness; and WHEREAS, the claims of the proponents of the "Gateway Amendment" that it will cause future amendments to be less confusing to the voting public are totally irreconcilable with logic; and WHEREAS, massive changes to the existing Constitution of the State of Utah have heretofore been rejected by the electorate of this state and should only be tolerated within the framework of a consti- tutional convention duly convened pursuant to the present constitution; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY, UTAH, that said Board go on record as being totally opposed to the adoption of Proposition No. 1, commonly known as the "Gateway Amendment" and sincerely urging the electors of this city and state to cast their votes in opposition to said proposal at the general election to be held on November 3, 1970. BE IT FURTHER RESOLVED that a copy of this resolution be delivered by the City Recorder to the editors of the Salt Lake Tribune and the Deseret News for complete publication in said newspapers prior to the general election on November 3, 1970.
