RESOLUTION
Result . . . .
WHEREAS, on the llth day of November, 1971, this Board
accepted the resignation of Calvin C. Whitehead as Chief of Police
of Salt Lake City, a position which he has held since February of
1970; and
WHEREAS, he has served as Chief of Police with enthusiasm
and dedication, having instigated several progressive programs,
some of which include an education and incentive program to upgrade
and improve the academic level of the field officer, a three month
training assignment for uniform officers to train them in plain-
clothes investigative assignments, obtained a closed-circuit TV
systems for use as an educational media within the department and
as a video and audio recording device for drunk driving and other
criminal cases, and internal investigations unit to upgrade the
service of the individual officers and units within the department,
a formal citizen complaint process to guarantee the proper response
and handling of citizen complaints against the police, a civil
disorder plan and organization, cooperation with the University of
Utah to set up a class to acquaint officers with the problems of
local minorities, the ride-along program to provide an opportunity
for Salt Lake City citizens to become acquainted with police
problems first-hand, and the tactical squad - a high crime activity
saturation unit; and
WHEREAS, under his direction the Police Department has
grown in strength and effectiveness.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF SALT LAKE CITY, UTAH, that it does hereby express, on its own
behalf, and on behalf of the citizens of Salt Lake City, its appre-
ciation for the service of Calvin C. Whitehead as Chief of Police
and for his dedication to the principles of fair and effective law
enforcement.
BE IT FURTHER RESOLVED that a copy of this resolution be
delivered to Calvin C. Whitehead as an expression of our gratitude
for a job well done.
