IMPROVEMENTS OR THE CREATION OF SUCH CURB AND GUTTER
EXTENSION SPECIAL IMPROVEMENT DISTRICT.
BE IT RESOLVED by the Board of Commissioners of Salt Lake City,
Salt Lake County, State of Utah:
SECTION 1. The Board of Commissioners of Salt Lake City, Utah,
has determined and hereby determines that it will be in the best interest
of said City to grade, construct sidewalks, curb and gutter (where not
already built), as specified on the plans, specifications and profiles
on file in the office of the City Engineer, a drainage system, storm
sewer, and pavement consisting of 2-inch thick stonefilled sheet asphalt
wearing surface placed on a 6-inch thick compacted gravel base, or a 22
inch thick stonefilled sheet asphalt wearing surface placed on an 8 inch
thick compacted gravel base; the streets to be improved and the boundaries
of said Curb and Gutter Extension No. 461-1 District, all more parti-
cularly described in the Notice of Intention to construct the proposed
improvements hereinafter set forth.
SECTION 2. The proposed district shall be known as Curb and Gutter
Extension No. 461-1 of Salt Lake City, Salt Lake County, Utah.

SECTION 3. The City shall pay the cost and expenses of improve-
ments to be constructed on streets and avenues on property owned by
said City.
Such part of the cost and expense of the proposed improvements as
is not paid by the City shall be assessed against the lots and land
adjoining, abutting, contiguous or adjacent to the proposed improvements.
SECTION 4. Written protests against the proposed improvements or
against the creation of said district must be presented and filed in the
office of the City Recorder on or before the MI day of January
1972, at the hour of 5:00 o'clock p.m. and on the MI day of
January , 1972. at the hour of 10:00 o'clock a.m. at the City Hall
of said City. Such protests shall be heard and considered by the Board
of Commissioners. The City Recorder is hereby directed to give notice
of intention to make the proposed improvements and of the time within
which protests against the proposed improvements or the creation of said
district may be filed and the date when such protests will be heard and
considered, by publication in a newspaper having general circulation in
Salt Lake City, said notice to be published at least four times, once
during each week for four successive weeks, the last publication to be
at least five (5) days, but not more than twenty (20) days prior to the
time designated in such notice within which protest must be filed, and
by mailing said notice by United States Mail, postage prepaid, to each
owner of land to be assessed within the proposed special improvement
district, at the last known address of such owner, using for such purpose
the names and addresses appearing on the last completed real property
assessment rolls of Salt Lake County, and, in addition, by so mailing
a copy of said notice addressed to "Owner" at the street number of each
piece of improved property to be affected by the assessment. Said notices
shall be mailed not later than ten days after the first publication of
such notice. The City Recorder shall have on file in his office a copy
of the Notice of Intention for the examination of any interested parties.
Said notice shall be in the following form, to-wit:
NOTICE
NOTICE IS HEREBY GIVEN by the Board of Commissioners of Salt Lake
City, Utah, of the intention of such Board of Commissioners to make the
following described improvements:
To grade, construct sidewalks, curb and gutter; all streets in the
extension to be paved with a 2-inch thick stonefilled sheet asphalt
wearing surface placed on a 6-inch thick compacted gravel base, or a
21/2-inch thick stonefilled sheet asphalt wearing surface placed on an
8-inch thick compacted gravel base; to construct a drainage system; to
remove trees where they are in the way of new improvements; to remove
non-conforming improvements, in the way of new improvements; to construct
driveways from the new curb and gutter to the street edge of sidewalks
and to do all other work necessary to complete the project in accordance
with Salt Lake City standards.
All of the frontage of streets in this district upon which improve-
ments are to be made will be assessed in accordance with the improvements
constructed. Credit under proper permits from the office of the City
Engineer and extensions previously built and assessed will be made and
allowed so that property will not be re-assessed for those prior improve-
ments so constructed. Credits for corner lot exemptions or partial
exemptions will be made as provided by State Statutes and City Ordinances.
This extension will be constructed within the following described area
and boundaries and upon the following named streets:

City Park Subdivision, Block 20, 29, 28 and 21, Heaths Subdivisions,
Blocks 39 and 40, Graebers Post Office Add. Block 42; Kelsey &
Gillespie Subdivision, Block 41; Martins Subdivision Block 33;
Pitts Subdivision Block 34; Coates & Corums in Block 27; Wick's
Subdivision Block 22; Lots 1 and 2, Block 31; Lots 1-8 incl.,
Block 32, Lots 1, 2, 7 and 8, Block 33, all the foregoing are in
Plat "C" Salt Lake City Survey Greaber's Post Office Add. and
City Park Subdivision and all other pieces and parcels of land not
particularly divided inSection 2, Township 1 South, Range 1 West,
Salt Lake Base and Meridian.

All other necessary things shall be done to complete the whole
project in a proper and workmanlike manner according to plans, profiles
and specifications on file in the office of the Salt Lake City Engineer,
and to defray the abutter's portion of the cost and the expense of
said improvements by a special tax or assessment to be paid in ten (10)
equal annual installments, plus seven percent (7%) interest on the
unpaid balance levied according to the front or linear foot frontage
upon and against all lots, pieces or parcels of land to be benefited
and affected by said improvements. The whole amount of the tax may be
paid without interest within 15 days after notification by the Salt
Lake City Treasurer of the amount due.
All non-conforming improvements, such as lawns, sprinkling
systems, rock gardens, driveways, curbs, gutters, culverts, walks,
fences, etc., which have been built or installed by abutting property
owners within the areas to be improved, must be removed by the
property owners, or at their expense, prior to the commencement of
the project. If these improvements are not removed by the property
owners, they will be removed by the contractor and disposed of by him
as directed by the Engineer.
Parking areas, i.e., those areas between the back of new curb
and the street edges of existing sidewalk, not occupied by housewalks
or driveways, will be brought to finished grade using the existing
soil. No fine grading, top soiling, seeding, sodding or installing
of sprinkling systems will be done under this improvement extension.
The abutter's estimated cost per front foot does not include the
cost of driveways which will vary according to width and amount of
parking area to be covered. These costs are estimated to be approxi-
mately $1.00 per square foot for open-type driveways and $1.50 per

square foot for drives requiring pipe or culvert in the gutter line.
The cost of driveways will be assessed against the properties bene-
fited in addition to the assessment for sidewalk, curb and gutter,
paving and miscellaneous.
The estimated cost of the City's portion proper and Class "C"
consists of the cost of one-half of all general excavation; the cost
of the paving of all intersections; the cost of paving a 4' strip
along Pierpont Avenue between 9th West Street and 10th West Street;
a 4' strip along Pacific Avenue, between the I-15 Freeway and 8th
West Street; a 4' strip along Jeremy Street, between 5th South Street
and 6th South Street; a 4' strip along Post Street, between 3rd
South Street and 6th South Street; a 4' strip along 9th West Street
between 4th South Street and 6th South Street; a 4' strip along Glen
Street, between 5th South Street and Dead End, a 4' strip along 10th
West Street from 4th South Street to Dead End, a 4' strip along
Goshen Street, between 3rd South Street and 5th South Street; a 4'
strip along Glendale Street, between 2nd South Street and 3rd South
Street; an 8' strip along 5th South Street, between Jeremy Street
and the Jordan River; a 40' strip along 3rd South Street, between
the I-15 Freeway and the Jordan River; a 44' strip along 9th West
Street; between pierpont Avenue and 4th South Street; a 56' strip
along 10th West Street, between Pierpont Avenue and 3rd South Street,
the cost of all drainage and irrigation pipe and the cost of removing
and replacing existing sidewalk and curb and gutter made necessary
by the new improvements.
All protests and objections to the carrying out of such intention
must be presented in writing, stating therein, lot, block or description
of property, together with the number of front feet (or square feet) to
the City Recorder on or before the 5th day of January 197$.
The Board of Commissioners at its first regular meeting thereafter,
to-wit, the 6th day of January , 1972, will consider the
proposed levy and hear and consider such protests and objections to
said improvements as shall have been made.
