RAMPTON, GOVERNOR OF THE STATE OF UTAH, AND TO THE UTAH STATE LEGISLATURE: WHEREAS, prior legislatures have encouraged and Salt Lake City Corporation favors consolidation of city and county governmental services in this state, and WHEREAS, as a means of effecting such consolidation, Salt Lake City favors the UTEGO program sponsored by The League of Cities and Towns and others, and WHEREAS, such a program will require an amendment to the Utah State Constitution and time for implementation thereof, and WHEREAS, Salt Lake City Corporation is in need of additional revenue this year in order to continue providing present and additional services in the near future. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY, UTAH, that the Legislature approve and place before the voters in 1972 a proposed Constitutional amendment providing optional forms of county government consistent with the UTEGO program, and that the current Legislature authorize an additional one-half cent sales tax for local governments to provide necessary services during the interim transitional period, with the provision that four years hence in 1975 the Legislature review this authority in connection with consolidation developments as of that date under the new form of county government.
