Salt Lake City, Utah 84111 C11Y AfffiBQER Dear Ms. Higham: I share your concern about the future of the general revenue sharing program and intend to take an active part in the forthcoming battle to renew the State and Local Fiscal Assistance Act of 1972. Will also be working for prompt action on the extension legislation as I know the importance of an early extension to local and state government budgeting and planning operations. On January 15, 1975, I introduced legislation extending the revenue sharing program for five years at higher funding levels. More recently, I lent my name as cosponsor of the Administration's bill proposing a 5 3/4 year re- newal of the program. Currently, I am considering the introduction of several amendments which may strengthen the program and place it on a per- manent footing. Passage of a reasonably unencumbered bill depends on the vocal commitment of concerned officials such as yourself. As Chairman of the Subcommittee, I heard testimony from local officials throughout the country as to the benefits of the program and feel that, despite some criticism to the contrary, general revenue sharing is useful in helping local governments plan and target their budgetary needs. The Chairman of the House Government Operations Committee which has jurisdiction over revenue sharing legislation, has announced his intention to delay Committee consideration until February or March. The Senate Finance Committee is prepared to act when they do. When the revenue sharing bill does reach the Senate, however, I foresee no serious impedi- ments to its passage, and you may be certain of my support at that time. It is good to hear from you. As a Mayor, I strongly supported the Revenue Sharing concept because of the degree of control local officials were able to regain over their own affairs. Accordingly, I have co-sponsored legislation which would extend the general Revenue Sharing programs and have testified in support of it. In the long run, I would like to see a reduction in Federal taxes and a return of the taxing power to local jurisdictions. In the meantime, it is essential that control over the details of programs be left in the hands of local officials. Revenue Sharing can accomplish this step. I would urge you to make your views known to all members of the Utah Congressional delegation and to members of the Finance Committee whose names are enclosed for your convenience. Dear Mrs. Higham: CITY RECORDER I have received your letter and attached Resolution in support of general revenue sharing. i appreciate hearing from you regarding this program. While I do not support every detail of specific revenue sharing legislation, I do remain a supporter of general revenue sharing because I am assured that it is being properly used by Utah cities and towns receiving these funds. In most cases, revenue sharing funds have gone into worth- while programs such as hot lunches for the elderly, improved fire and police protection, new sewage treatment facilities, lower state and local taxes and for other programs which benefit our communities in various other ways. That is not to say that the first revenue sharing program has been an unqualified success or that there are not problems. As this session of the 94th Congress considers extending the present program beyond 1976, we cannot ignore these problems. I feel it is important that Congress rewrite the revenue sharing formula to insure that greater emphasis is placed on need. We must find a better way to judge the amount which each unit of government should receive. I personally do not think we can afford to give revenue sharing money to certain units of government simply because they exist, but serve no substantial governmental function. It does not make sense to give money to every unit of government whether they need it or not. Mrs. Mildred V. Higham January 14, 1976 Page Two A second difficult problem which must be examined is the charge that revenue sharing has shored up regressive state and local tax systems. The Congress must build into the new revenue sharing law incentives for tax reform at the state and local levels. A third major focus of the revenue sharing debate must be on improved civil rights. We must make it very clear that simply because the funds are "without federal strings" they are not a blank check to discriminate. And finally, the Congress must make certain that general revenue sharing does not become a substitute for carefully targeted categorical programs aimed at specific social programs. The proper role for revenue sharing is that of a complement to, not a substitute for, a balanced mix of general revenue sharing, block grants and categorical programs. If some success is achieved in meeting these problems, I believe revenue sharing deserves the continued support and cooperation of Congress. Sincerely, Frank E. ''Greener �� kM1 menc.Agxaa. .Hogensen v j Phillips ✓ LUT ION Result A RESOLUTION IN SUPPORT OF GENERAL REVENUE SHARING WHEREAS, the Congress of the United States saw fit to pass into law the State and Local Fiscal Assistance Act of 1972 (General Revenue Sharing) in order to provide additional funds to general purpose units of governments of all sizes, and WHEREAS, state, county and local governments, including ours, have been recipients of these funds, and WHEREAS, we have used the funds received to benefit the residents of our community through the provisions of additional services, the construction of public facilities and utilities and the purchase of equipment that otherwise would not have been possible without a signi- ficant tax increase or increase in our level of bonded indebtedness, and WHEREAS, it would not be possible for our community to continue to offer the level of services now being provided nor continue the community development efforts we have begun without the funds we have received by virtue of the General Revenue Sharing, and WHEREAS, Utah statutes provide that cities and towns must set the budgets, hold public hearings on the same, and adopt the budget setting forth the source of their expected revenues and the purposes for which they will be spent prior to July 1 of the fiscal year for which the adopted budget is intended, and WHEREAS, Utah statutes also require that cities and towns set the tax levy through which a major portion of their municipal government's general fund revenues are derived on or before the second Monday of August in the year preceding the year in which the revenues are received, and WHEREAS, the General Revenue Sharing Act will expire on December 21, 1976, if the Congress of the United States does not take immediate action to re-enact the existing law and fund it at its present level if not higher, and because local governments such as ours cannot pro- perly plan for the continuation of programs already begun without severe adjustment both in terms of final policies and numbers of personnel employed unless revenue sharing is re-enacted. We, the governing body of Salt Lake City Corporation, therefore: RESOLVE to actively work for and support the efforts of those local, state and national organizations who desire to see the General Revenue Sharing Act of 1972 re-enacted in its existing form using the existing formula basis for distribution of funds to local governments. BE IT FURTHER RESOLVED that we, the elected governing body of Salt Lake City Corporation go on record this 6th day of January, 1976, as urging the members of Utah's Congressional Delegation, to wit, Congressmen K. Gunn McKay, Allan Howe, and Senators Edward (Ted) Moss and E. J.
