WHEREAS, the citizens of Salt Lake City have a direct interest
in the proper development of balanced recreational, environmental and
industrial utilization of the entire Great Salt Lake, including its
shorelands; and
WHEREAS, the citizens of local units of government in proximity
to the South Arm of Great Salt Lake are equitably entitled to equal
treatment in such utilization; and
WHEREAS, such equality is not afforded so long as the railroad
causeway from Promontory Point to Lakeside constitutes a dam which
bisects artificially the South Arm from the North and occasions dis-
ruption of the natural character of the lake and flooding of the
South Arm shorelands to the detriment of such utilization; and
WHEREAS, the State of Utah has legal authority to rectify this
imbalance and to promote such equality of treatment;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF SALT LAKE CITY:
1. That the Legislature of the State of Utah should take
immediate steps to require and finance an opening or openings in
said causeway as a first, short range step to restore the integrity
of the Great Salt Lake and to ameliorate such flooding;
2. That the Legislature of the State of Utah be memoralized
by Salt Lake City to this effect.
