6 of 1981 - Resolution that the Salt Lake City Council concurs with the recommendations of the Traffic Engineeri RESOLUTION / . • WHEREAS, the Salt Lake City Council has expressed concern about the traffic in the avenues; and WHEREAS, the Public Works Committee of the Salt Lake City Council has met with residents of the area and various city officials regarding the traffic in the avenues; and WHEREAS, the Salt Lake City Council, after a Public Hearing with residents, asked for a study of the area and recommendations from the City Traffic Engineering Staff regarding action that could be taken to alleviate the problems of the traffic in the avenues;and WHEREAS, after additional meetings with residents, the Avenues Traffic Committee, the City Traffic Engineering Staff, other city staff and officials, the Public Works Committee asked the Traffic Engineering Staff to make final recommendations on what action should be taken; and WHEREAS, the Traffic Engineering Staff has made recommendations to Mayor Ted L. Wilson, in their letter of November 26, 1980; and WHEREAS, Mayor Ted L. Wilson has concurred with the recommendations set forth in the letter; and WHEREAS, Mayor Ted L. Wilson has asked the City Council for their support of the actions recommended; NOW, THEREFORE BE IT RESOLVED, that the Salt Lake City Council concurs with the recommendations ofthe Traffic Engineering Staff and will support the implementing of the action as outlined in the letter to Mayor Ted L. Bullock f Re: Avenues Trafffic Committee Request Dear Mayor Wilson: On Thursday, October 30, 1980 a meeting was held in your office with Council Member Mabey, Chairman of the Council's Committee on Public Works, and Ramon Johnson, Chairman of the Council Appointed Citizens Advisory Committee on Avenues Traffic, and members of the City staff to review the status of the above. At that time you asked that our Traffic Engineering staff reassess the Citizen's Committee report to the City Council August 26, 1980, outlining a number of recommended actions pertaining to traffic control in this area in light of citizen input received at subsequent hearings and provide you with our professional recommendations as to what actions, if any, should be taken at this time. Our recommendations in this respect are as follows: 1) Modify stop sign controls at 12 intersections: The Citizens' Advisory Committee identified 24 intersections where they felt more restrictive stop sign control was needed in order to discourage through traffic volumes and speeds through the lower Avenues area. Our ini- tial review concurred with 13 of the 24 requests. As a result of a more in- depth review, we recommend changes at 12 of these intersections as follows: 9th Avenue & "B" Street 9th stops for "B" change to 4-way stop 3rd Avenue & "K" Street "K" stops for 3rd change to 4-way stop 2nd Avenue & "I" Street 2nd stops for "I" change to 3-way stop 3rd Avenue & Virginia 3rd stops for Virginia change to 4-way stop 2nd Avenue & "N" Street 2nd stops for "H" change to 4-way stop 2nd Avenue & "R" Street "R" stops for 2nd change to 3-way stop 1st Avenue & "N" Street "N" stops for 1st change to 4-way stop 1st Avenue & "R" Street "R" yields to 1st change to 3-way stop Northcliff Dr. & Terrace Northcliff yields to change to 3-way stop Hills Dr. Terrace Hills Dr. 1rd Avnnnn u. "R" Sfu'eef 'rd stn-cc for "B" ,-'ancle to 3-wav sto,3 a Page 2 November 26, 1980 Mayor Wilson Avenues Traffic Committee Request llth Avenue & Virginia S/B Virginia stops change to 1-way stop on llth Avenue We concur with the Committee's recommendations on all of the above changes with the exception of llth Avenue and Virginia Street. This T-intersection is controlled with one stop sign on the north leg. It is recommended that this stop sign be relocated to the east leg to stop llth Avenue traffic rather than converting the control to a 3-way stop. This control is more appropriate for the physical layout of the street and the area traffic circulation pattern. The one intersection control change preliminarily concurred with, but not now recommended is at llth Avenue and "E" Street. This intersection was changed from a 3-way stop to a two-way stop on "E" Street several years ago because of a serious accident history which almost entirely disappeared since the change. If the above recommendations are implemented, llth Avenue will stop at "E" and "I" Streets (both collector streets), "L" Street (a school crossing for Ensign School) and Virginia Street. 2) Do not make island modifications at Federal Heights Drive and Penrose Drive at Medical Drive While there is an imbalance in traffic flows between these two streets we do not recommend any modification in the island configuration at this time until we have an opportunity to monitor the impact of the proposed stop sign changes in recommendation 1 and 6 below. 3) Do not cul-de-sac or reverse one-way flows for Federal Way We do not recommend any action be taken with respect to cul-de-sacing or re-routing one-way traffic on Federal Way at this time due to citizen opposition and the need to monitor the impact of the above referenced changes. 4) Hold any action regarding removing 11th Avenue extension from street master plan We do not recommend that any formal action be taken at this point in time regarding the elimination of the llth Avenue extension from our long range transportation planning process. In view of the growth anticipated at the University and Research Park area, and severe traffic flow and circulation problems in this entire area, we feel it would be premature to take the position that such problems can be adequately addressed through yet unidentified, work- able alternative actions at this point in time. Page 3 • November 26, 1980 Mayor Wilson Avenues Traffic Committee Request 5) Evaluate impact of two-way flow on Second Avenue The Traffic Committee requested that the one-way flows on Second and Third Avenues be eliminated in favor of two-way flows. We are concerned that this may result in excessive congestion and delays in the area and aggravate, rather than improve, traffic flow and circulation conditions throughout this entire area. However, next spring the city will construct a major storm drain in this area which will necessitate the closure of Third Avenue between Canyon Road and "C" Streets for approximately 120 days. " • During this period it will be necessary to utilize Second Avenue for two-way traffic flow. It is our recommendation that we monitor the impact of this traffic routing and reassess this proposal after an assessment has been made of the impact of such conditions during this period. . 6) Provide 4-way stop on Federal Heights Drive and Alta Street, two-way stop on Fairfax at Federal Heights Drive Petition 822 was filed with Salt Lake City requesting the provision of . 4-way stop signs on Federal Heights Drive at the intersections of Alta Street and Fairfax Circle and that the speed limit along this street segment be reduced to 20 miles per hour. The purpose of these changes would be to reduce both traffic flows and speeds in this area. As noted above, we do feel that Federal Heights Drive is carrying an excessive amount of the traffic flow in relation to other streets in this area; most notably Penrose Drive_ We are supportive of providing a 4-way stop at Alta and a 2-way stop on Fairfax in an effort to assess the effect on traffic and safety. We recommend that we proceed in this respect. We have taken a number of speed studies through- out this reach over the past several months which have shown that traffic is traveling within the posted 30 mph speed limit. In our judgment the speed limit is appropriate and safe for this reach of street. Based on the above, we do not recommend any action be taken to modify the speed.limit. We suggest these recommendations be forwarded to the City Council and `, the Avenues Traffic Committee for comment. Should favorable comments be received, and you are supportive of these actions, we are prepared to complete all such modifications during the month of December 1980. Very truly yours, P.D.
