WHEREAS, LYNN M. THATCHER, Deputy Director of Health, The Utah
State Division of Health, Environmental Health Services Branch
retired from active service with the State of Utah on June 30, 1978;
and
WHEREAS, Mr. Thatcher, a native Utahn, has been in charge of
the State's environmental program since August, 1933, except for four
years while in military duty during World War II; and
WHEREAS, Mr. Thatcher, who has long been considered a national
authority on environmental control is a graduate engineer from Utah
State University and has received graduate credit at the Massachusetts
Institute of Technology; and
WHEREAS, Mr. Thatcher is a registered professional engineer,
a registered professional sanitarian and diplomate of the American
Academy of Environmental Engineers; and
WHEREAS, Mr. Thatcher has received the Award of Merit of the
Utah State Medical Association, the George Warren Fuller Award of
the American Water Works Association, the Arthur Sidney Bedell Award
of the Water Pollution Control Federation and the T.B. Beatty Award
of the Utah Public Health Association.
WHEREAS, during the course of his career Utah's public water
supply system has been increased to deliver state approved water to
ninety-five percent of the State's population, and public sewer
systems have been increased to serve eighty-five and one-half percent
of the State's population, and public sewer systems have been

WHEREAS, Mr. Thatcher has been a popular lecturer in preventive
medicine at the University of Utah Medical School, adjunct professor
of Civil Engineering at the University of Utah and for several years
Chairman of the Seven State Colorado Water Basin Salinity Control
Forum; and
WHEREAS, Lynn M. Thatcher has served the citizens of the State
of Utah and Salt Lake City with great distinction and has contributed
to the development of many inovations and programs in the State's
environmental quality for which the citizens of this City and State
owe him a great debt of gratitude.
NOW, THEREFORE, be it resolved by the Board of Commissioners
of Salt Lake City, Utah, that it does hereby express on its own
behalf and on behalf of the citizens of Salt Lake City their sincere
and deepest appreciation for the diligent, devoted and distinguished
service Mr. Thatcher has given in years of service as Deputy
Director of Health for the State of Utah. The Board wishes him
well in his retirement and further wishes him health and success
in his future endeavors.
Passed by the Board of Commissioners of Salt Lake City, Utah,

Lynn M. Thatcher, Deputy Director of Health, Utah State Division of
Health, Environmental Health Services Branch, retired from active duty with the
State of Utah on June 30, 1978. Mr. Thatcher, a native Utahn, has been in charge
of the State's environmental program since August, 1933, except for four years
while on military duty during World War II.
Mr. Thatcher, who has long been considered a national authority on environ-
mental control, is a graduate engineer from Utah State University and later earned
graduate credit at the Massachusetts Institute of Technology. He is a registered
professional engineer, a registered professional sanitarian and a Diplomate of
the American Academy of Environmental Engineers.
Under Mr. Thatcher's able leadership, Utah's environmental
program grew
from a staff of three full-time employees and one half-time person, with very
{
little legislation to back the program, to a staff of one hundred and thirty
employees and State and Federal legislation supporting the programs of six bureaus,
each with complex and far reaching responsibilities.
'.r. Thatcher was always a champion of his staff by upgrading and arranging
for specialized education whenever possible. During the course of his career
he saw Utah's public water supply system increased to deliver state approved
1 - water to 95% of the population, 8529 of the people of Utah served by public
sewer systems, swimming pools upgraded through State regulation from the "bathtub"
variety to modern pools of today. These are only three of many environmental
improvements accomplished under his direction which have made the quality of life
better in Utah.

Mr. Thatcher was a popular public speaker, lecturer in preventive medicine
at the University of Utah Medical School, Adjunct Professor of Civil Engineering,
University of Utah and for several years Chairman of the seven-state Colorado

Among honors received during his long career are 1967 Award of Merit,
Utah State Medical Association, George Warren Fuller Award of the American Water
Works Association, Arthur Sidney Bedell Award of the Water Pollution Control
Feera_ion and T.B. Beatty Award of the Utah Public Health Association.
Lyman J. Olsen, M.D., State Director of Health said of Lynn Thatcher's
retirement: "One of the real giants in environmental quality has left state
service. The void will be difficult, if not impossible to fill.
"The knowledge, experience, and above all the integrity of Mr. Thatcher
are irreplaceable.
"For over forty years, under every health officer in Utah's history, Mr.
Thatcher has insisted on high standards of performance. He, more than any other
individual or group of individuals, has stood for environmental quality in this
State. I shall miss his counsel and advice as well as our personal relationship."
His many friends and co-workers in the State Division of Health, as well
as many others, wish Mr. Thatcher a long and happy retirement.
