That it shall hereafter be the policy of the City that all City departments and agencies responsible for public facilities investments, design and construction within an historic district should be involved in the application of design strategies to pre- serve and enhance the visual character of such historic sites and districts as are designated on the City register of historic places. 2. The City departments and agencies are hereby directed, as a matter of formal procedure, to coordinate and consult with the Historical Landmarks Committee in order that proposed public improvements regarding any project within any historical district will reflect design objectives. This coordination will insure design quality in historic areas as a means for enhancing local cultural assets, improving the City's physical image and as an incentive for private sector response.
