Kirk L.E rimisy for review by the Committee Wore anal action is taken by the City Commissions 1.That billboards be allowed in "C-2"and "C-3"anti "C-1" toning districts and that off-premise algae be allowed as conditional uses in "is-3"end "C-1"districts. 1.That spacing between signs on highway., including freeways and off-ramps be 500 feet. that sloe up to 300 square feet be spaced 300 fest and signs over 300 square font have 400 foot spacing. 3.That the maximum height of billboards be 45 feet. 4.That the maximum sire of the billboard be limited to 13 feet by 50 feet. with only one face visible from one side of the sign. The proposals are to prohibit off-prerniee signs which are billboards In neighborhood business districts - Business ''B-3". and strip stoning along 4th South and on 21st South ..itreets and areas east 7f the Airport and along 21st Soath Street - Commercial. C 1" and O-2.' Districts. Other proposals are to require 400 foot spacing between billboards and to*Adopt a maximum height of 43 feet for billboards and to limit the sire of billboards to 15 by 50 feet and to prohibit billboards within 330 feet of any historical district or site or any building which is on the Federal or National Resister of ilistoricat 'lacee. I o prohibit billboards from within 300 feet of a residential district or within 100 feet of a building being used for residential or office purposes which has windows that would be obstructed by the billboard. GreenerAgraz Ho ensen �CGGLZ 04 Phillips _ RESOLUTION Result // WHEREAS, the Board of Commissioners directed the Department of Planning and Zoning to study, review, prepare and submit its recommendations for amendments to the existing sign ordinances; and WHEREAS, to enable the Planning Commission to complete its study of the matter and submit such proposals this Commission imposed a moratorium on February 3, 1977, prohibiting further issuance of all billboard permits; and WHEREAS, said moratorium will expire after five months by its terms on July 2, 1977, unless it is expanded to the end of the day on August 2, 1977; and WHEREAS the study committee of the Planning and Zoning Commission has submitted its report and recommendations for amend- ments to such ordinance; but WHEREAS, representatives of the advertising industry have requested additional time in which to make a special presentation before the Planning and Zoning Commission which has been tentatively scheduled for July 7, 1977, and have stipulated to the extension of the moratorium to enable such hearing date, and WHEREAS, based upon the request of those to be affected, who desire to give further input and the request the Planning and Zoning Commission NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT LAKE CITY, UTAH, 1. That the existing moratorium prohibiting the issuance of permits for new billboards be extended until the end of the business day August 2, 1977. 2. That the matter of proposed amendments to the existing billboard sign ordinance be set for public hearing before this Commission on July 27, 1977. 3. That the matter of the proposed amendments to the billboard sign ordinance be set for public hearing with notice to all identified parties no later than at a special July 7, 1977 meeting. 4. That this City Recorder and the Planning and Zoning Commission be instructed to closely monitor the progression of such legislation in order that amendments may be drafted, noticed, heard, enacted, and published prior to the expiration of such moratorium on August 2, 1977. WHEREAS, the outdoor advertising industries of Salt 'Lake City desire their structures and medium to be regulated by a comprehensive, fair and reasonable ordinance. WHEREAS, certain members of the City Planning & Zoning (,Commission desire the abolition of outdoor advertising and Ito effectuate these purposes, have declared a 90-day moratorium lin which to propose new ordinances regulating outdoor advertisingl. WHEREAS, the Planning & Zoning Commission did not, within ;90 days, submit a revised outdoor advertising ordinance, and therefore requested an additional 60 days moratorium to effectuate such a purpose. WHEREAS, approximately 130 days after the initial moratorium was enacted, the Planning & Zoning Commission proposedP is highly restrictive outdoor advertising ordinance which was 11 ; drawn up without the consultation or input of the outdoor ,!advertising industry. liWHEREAS, the outdoor advertising industry desires adequate I,time to respond to the proposed ordinance in order to justify ; their opposition to the proposed ordinance and to properly ;(place the issues before the Planning & Zoning Commission. II III I! i • NOW THEREFORE, the Utah Business Advertising Association hereby stipulates to an extension of the existing moratorium upon outdoor advertising permits until such time as the Indust_ shall need to properly respond to the proposed ordinance.
