WHEREAS, the Legislature has before it several bills pertaining
to collective bargaining for public employees; and
WHEREAS, some bills are directed to only one segment of the public
employees and not to all; and
WHEREAS, these bills will have a tremendous impact upon all
cities including Salt Lake City; and
WHEREAS, the Board of Commissioners of Salt Lake City are opposed
to any form of binding arbitration when it imposes final authority
for wage spending in a body other than elected officials and therefore
effectively imposes the ultimate tax levy power in a non-elected entity.
NOW, THEREFORE, the Board of Commissioners of Salt Lake City, Utah,
respectfully requests the Legislature and its individual members to:
1. Reject any bill that would give collective bargaining power
to only a few segments of the public employees community and not to all
public employees equally; and
2. Reject any form of binding arbitration that would give final
authority to a non-elected body to determine how much monies must be
spent by the taxpayers.
Passed by the Board of City Commissioners of Salt Lake C'ty, Utah,
this 2.f day of February, 1975.
