RESOLUTION
Result . . . .
WHEREAS, the Board of Salt Lake City Commissioners is
considering legislative action to limit, prohibit or otherwise control
outside employment of its officers and employees, particularly with
reference to its police officers, its fire department personnel, and
other officers and employees who are on 24-hour call by the city, to
promote efficiency, safety and other city interests; and
WHEREAS, certain departments of the city are required to
inspect business establishments within the city, and it is the desire
of the said department heads that they know by whom their personnel
are employed outside their city jobs for the purpose of intelligently
making such job assignments; and
WHEREAS, the Board of Commissioners has recently been informed
that certain fire department personnel are submitting reports for
private business establishments as private employees of the said
businesses for the purpose of obtaining certification from other fire
department personnel of the said businesses' compliance with fire
codes; and
WHEREAS, there are sundry other situations that have come
to the Commission's attention or which could occur, which have or
could prove disastrous or embarrassing to the city and its residents,
which events could be avoided by altering employee job assignments or
other remedial action; and
WHEREAS, to intelligently make job assignments and/or pass
ordinances, rules or regulations relating to the outside employment of
city officers and employees, the Board of Commissioners and city depart-
ment heads must know of each officer and employee:
1. The name and address of each employer, exclusive
of Salt Lake City.
2. The hours per day and per week worked for each such
outside employer.
3. The type of work performed for each such outside
employer.
4. If such outside employer does business with Salt
Lake City.
NOW, THEREFORE, be it resolved by the Board of Salt Lake
City Commissioners that Mr. Lynn Marsh be, and he hereby is, directed
to formulate a questionnaire to be submitted to the employees of the
Salt Lake City Corporation containing questions to obtain the following
information of each city employee concerning each of his outside
employers, to wit:
1. The name and address of each employer, exclusive
of Salt Lake City.
2. The hours per day and per week worked for each such
outside employer.
3. The type of work performed for each such outside
employer.
4. If such outside employer does business with Salt
Lake City.
BE IT FURTHER RESOLVED that the Board of Salt Lake City
Commissioners require city officers and employees to answer the said
questionnaire and return it to the personnel department within ten
(10) days of receipt of said questionnaire.
