NOTICE TO PROPERTY OWNERS
NOTICE IS HEREBY GIVEN that a tax is about to be levied
by the Board of City Commissioners of Salt Lake City, Utah,
upon the following property for the purpose of defraying the
expense of improvements for the Underground Conversion of
Utilities District No. 8-F-2, constructed within the area,
boundaries and streets described below:
AREA: Lots 10, 11, 13 and 14, Northcrest Subdivision
Plat "B", Section 29, Township 1 North, Range 1
East, Salt Lake Base and Meridian and Lots 1
to 10 inclusive, North Hills Plat "C", and Lots
1 to 4 inclusive, North Hills Plat "D", all in
Section 30, Township 1 North, Range 1 East,
Salt Lake Base and Meridian.

Commissioners Jess A. Agraz Glen N. Greener and
Jennings Phillips. Jr; have been appointed as a Board of Equaliza-
tion and Review to meet in the office of the City Recorder,
Room 200, City and County Building, Salt Lake City, Utah,
between the hours of 3:30 and 4:30 p.m. on October 5, 1978
1978, to hold a public hearing to consider the proposed assess-
ments and the question of benefits to be derived by the real
property within the district. At the hearing the owner of any
property to be assessed will be heard on the question of
whether his property has been benefited by the improvements

to the amount of the proposed assessment against his property
and whether the amount assessed against his property constitutes
more than his proportionate share of the total cost of the
improvements.
A copy of the resolution proposed to be adopted levying
the assessments against all real property in the district
will be on file for public inspection in the office of the
City Recorder prior to said hearing. Subject to such changes
and corrections therein as may be made by the City Commission,
it is proposed that the City Commission will adopt said resolu-
tion at its next regularly scheduled meeting following the
Board of Equalization hearing.

Dear Mr. Miller:
The undersigned are the owners of Lots 1 to 4 of North
Hills Plat D Subdivision. We have met with the other property
owners involved in the above referenced District and have reached
the following agreement with them:
Each property owner will write you indicating their
approval of the District and also indicating how much, if any,
of the cost of the improvements they are willing to pay. All
costs in excess of those agreed to by these property owners will
be paid by the undersigned.
We are confident that almost all, if not all, of the
property owners will favor formation of the District on these terms.
We will, of course, bear the full cost for any property owner who
opposes the District.
We therefore request that such changes as may be necessary
be made and that appropriate proceedings be instituted as soon as
possible for formation of the District.

WHEREAS, the Salt Lake City Commission has authority under Chap-
ter 8, Title 54, Utah Code Annotated 1953, to create improvement
districts for the underground conversion of utilities within the
limits of Salt Lake City, and to levy taxes to defray the costs
thereof; and
WHEREAS, the Board of City Commissioners has created Underground
Conversion of Utilities District No. 8-F-2, pursuant to such authority
and by adoption of the required resolutions; and
WHEREAS, the installation of such improvements have now been
completed, costs have been finalized and property owners have agreed
among themselves as to the appropriate distribution of such costs.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of
Salt Lake City, 'Utah, as follows:
1. The total cost of the Underground Conversion of Utilities
in District No. 8-F-2 is $13,597.63.
2. Said costs and expenses of the district created are to be
levied and assessed upon the abutting, adjoining and adjacent lots
and lands along or upon which the improvements are to be made, and
upon the lots and lands benefited by such improvements and included
within said improvement district as follows:
Along Hilltop Road, Lots 10 and 11, Northcrest Subdivision

3. The above assessment list, as corrected, approved and com-
pleted by the Board of Equalization and Review is hereby confirmed,
and the report of said Board to the Board of City Commissioners is
hereby ratified, approved and confirmed.
4. Said tax shall be payable in ten (10) yearly annual install-
ments as provided by law, with interest on the whole sum unpaid at
the rate of seven (7%) percent per annum, payable at the time each
installment is due; provided, however, that one or more of the in-
stallments in the order payable, or the whole tax, may be paid without
interest within thirty (30) days from the date of this levy. One or
more installments in the order in which they are payable, or the
whole special tax, may be paid after said thirty days or before the
first installment becomes due by paying the same with interest from
the date of levy to the date such first installment is due. One
or more installments in the order in which they are payable, or the
whole special tax, may be paid on the date any installment becomes
due by paying the amount thereof and the interest to the date of
payment. Default in the payment of any such installment of principal
or interest when due shall cause the whole of the unpaid principal and
interest to become due and payable immediately and the whole amount
of the unpaid principal shall thereafter draw interest at the rate of
ten percent (10%) per annum until paid, but at any time prior to the
date of sale or foreclosure, the owner may pay the amount of all
unpaid installments past due with interest at the rate of ten per-
cent (10%) per annum to date of payment on the delinquent install-
ments, with all accrued costs, and shall thereafter be restored

to the right thereafter to pay in installments in the same manner
as if default had not occurred.
