OF APPRECIATION
WHEREAS, Mr. F. L. 'Bud" Scarlet will retire as the Supervising
Building official for Salt Lake City Corporation on July 31, 1977; and
WHEREAS, Bud Scarlet commenced his employment with Salt Lake City
Corporation on July 16, 1956, as the head inspector for the Engineering
Department; and
WHEREAS, Bud Scarlet was promoted in 1959 to his capacity in the
Engineering Department as junior draftsman, a position which he held until
1964 when he was appointed Chief Plumbing Inspector of the Engineering
Department; and
WHEREAS, Mr. Scarlet, during his tenure in this position, offered
distinguished service in his profession by serving on the Utah Plumbing
Code Committee which promulgated the first draft an ,origination of the
Utah Plumbing Code and other national uniform codes/Uy assuming important
roles of leadership in his three terms as President of the Utah Plumbing
Inspectors Association (1965-1967) and three terms as President of the
International Association of Plumbing and Mechanical Officials (1970-1972) ;
and
WHEREAS, Mr. Scarlet, in recognition of his experience and expertise
in 1973, was appointed Chief Plumbing and Mechanical Official of the
Department of Building and Mechanical Inspection until it became the
Department of Building and Housing Services in 1975 when Mr. Scarlet was
promoted to the position of Supervising Building Official of said Depart-
ment; and
WHEREAS, through his efforts as the Supervising Building Official,
the City has benefited through his supervision and special projects which
have included a special in-service training program for inspectors, the
installation of an innovative computer system receiving national recogni-
tion, and a general upgrading of the degree of professionalism and
technical expertise required of inspectors within Salt Lake City and the
profession; and
WHEREAS, during the course of his career of over twenty-one years of
service with Salt Lake City Corporation, Mr. Scarlet has not only faithful]
fulfilled the responsibilities of his various job assignments but has also
rendered outstanding valuable service to his fellow employees by serving
on numerous committees including the City Wage Committee, initiated under
the initial Employees Merit Program, and by accepting the important respon
sibility of leading the Salt Lake City Employees Association for two terms
as President (1968-1969) ; and
WHEREAS, during the course of his service to the City, Bud Scarlet ha
performed all of his duties efficiently with technical expertise, faithful
honestly and with a desire to excel and encourage others to innovate,
improve and excel. At all times his concern has been that of service: to
protect the public interest and safety and to be of assitance to individu.

has earned the respect, admiration and appreciation of his colleagues and
the public with whom he dealt.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF SALT
LAKE CITY, that said Board does hereby express to F. L. "Bud" Scarlet on
behalf of itself and the residents of Salt Lake City its sincere appreciat
and gratitude for his devoted and distinguished service and his untiring
efforts to aid and protect the development of Salt Lake City. The Board
wishes him well in his continued efforts and pursuits as he now leaves the
employment of Salt Lake City Corporation.
Passed by the Board of Commissioners of Salt Lake City, Utah, this
