Agraz Greener C r t'- Hogensen Phillips 'RESOLUTION Result JOINT RESOLUTION OF THE BOARD OF COMMISSIONERS OF SALT LAKE CITY AND SALT LAKE COUNTY The Board of Commissioners of Salt Lake City and the Board of Commissioners of Salt Lake County hereby jointly resolve as follows: WHEREAS, the parties hereto recognize a need for modjfication of existing statutes to provide for additional legislative grants of authority defining county and city taxing authority and service delivery; and WHEREAS, on October 5, 1976, said parties resolved to jointly support legislation to (a) define the roles of the respective entities; (b) require proceedings leading to the adoption of plans for urban service delivery, together with fair and equitable financing for such services; (c) provide for cities to exclusively supply urban municipal service or for additional options for county governments to meet the needs of citizen county-wide; and (d) provide definite time limitations on proceedings and the adoption of service delivery plans; and WHEREAS, legislation has been prepared by each of the parties here- to to accomplish this joint resolve; and WHEREAS, said County Commission fully intends to use its best efforts to reduce the current county-wide general fund mill levy to approximately 14 mills following passage of said proposed legislation. NOW, THEREFORE,IT IS HEREBY RESOLVED that the parties hereto agree to, upon review, jointly seek approval of the Utah Legislature in its 1977 Session on the following propositions: 1. Passage of an "Urban Boundary Adjustments Act" to facilitate orderly municipal annexation in Salt Lake County; and 2. Passage of amendments to Chapter 34 of Title 17, Chapters 9, 19 and 21) of Title 17, and Chapter 9 of Title 59, relating to financing • _. . -2- of county and municipal-type services in unincorporated counties, as presently proposed by Salt Lake County; and 3. Initiation of an immediate study undertaken by the Utah State Legislature aimed at the adoption of legislation defining the respective roles of cities and counties of the State as they relate to urban service delivery responsibilities and associated taxation equities.
