Salt Lake City that:
That the Mayor and Salt Lake City Council hereby promises
the voters of Salt Lake City and State Legislature that they will
reduce the franchise tax by a sum of 15 of the cross revenues of
January 22, 190J

The City Council. at its meeting this day, ratified Resolution No. 8 of
1980, urging the Utah State Legislature to defer action oa B. B. 10 and
stating that the City will reduce the franchise tax by 1%of the gross
revenues of the affected entities.

RESOLUTION
WHEREAS, the voters of Salt Lake City recently changed their
form of government to make it more responsive to their wishes and
more efficient;
WHEREAS, the newly-elected city council has not vet had the
opportunity to set the budget priorities for the city government
or examine the tax structure which the Ctiy imposes on Salt Lake
City taxpayers; and
WHEREAS, Salt Lake City's fiscal year will end June 30,
1980, and the City Council and the Mayor are presently in the
process of evaluating city tax resources and preparing for
adoption of the 1980-1981 fiscal year budget..; and
WHEREAS, the Mayor and City Council are committed to
trimming the cost of city government; and
WHEREAS, the Mayor and the City Council are gravely
concerned by the implications of H. B. 10, in that it would
deprive them of local control and (if implemented), eliminate
approximately 6 million dollars of available revenues; thus it
would deprive the city council of the ability and opportunity to
evaluate all of the city revenue sources and needs of the City;
and
WHEREAS, the Mayor and Council are concerned that the State
Legislature has had no time to study the fiscal impact of H. B.
10 on the City or its ability to provide essential services;
WHEREAS, the Mayor and Council's preliminary evaluation is
that the city's franchise tax can he reduced, while the City
still maintains an adequate level of service required for the
visitors and residents of the capitol city of this state.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of
Salt Lake City that:
That the Mayor and Salt Lake City Council hereby promises
the voters of Salt Lake City and State Legislature that they will
reduce the franchise tax by a sum of 1'k of the gross revenues of
the affected entities, which sum is equal to 12.5% of the
revenues received from each utility franchise tax, which wi].1
reduce the collections from said revenue source in a sum of
approximately 1.5 million dollars.
BE IT FURTHER RESOLVED that the Mayor and Salt Lake City
Council express its firm resolve to provide a lean and efficient
city government and where feasible and practicable, reduce city
taxes by eliminating all unnecessary costs.
BE IT FURTHER RESOLVED that the government of Salt Lake City
urgently requests that the State legislature reaffirm its belief
and confidence in local government by deferring action on H. R.
10, until such time as the newly-elected Mayor and City Council
can act in their own behalf to reduce the franchise of tax to
apprproate level, after studied review.

Emergency Meeting 5:20pm
Minutes
Emergency meeting held at 5:20pm, all seven members of City Council and
Mayor present. Purpose of meeting was to discuss H.B. 10. Members decided
to have Chairman Ron Whitehead join with the Mayor and go before the Legislature
on the morning of January 18th.
Members of City Council expressed concern about the fiscal impact of H.B. 10.
Council members want more time to allow the Mayor and the Council an opportunity
to cut taxes after analyzing the projected revenues and after analyzing the
budget.
A resolution was prepared and voted upon regarding reduction of franchise tax
by 1% of the gross revenues of the affected entities, etc.; resolved to reduce city
taxes by eliminating all unnecessary costs; resolved to request that State
Legislature defer action on H.B. 10.
