OF PRECIATION TO MILDRED HIGHAM,
CITY RECORDER, AND HER STAFF
WHEREAS, the Office of the City Recorder has been charged
with the duty of administering municipal and special elections
pertaining to the elected offices and special functions of Salt
Lake City Corporation; and
WHEREAS, Mildred V. Higham, City Recorder, and her staff
have conscientiously and faithfully administered such elections
often working late into the night while still performing the
myriad of other duties and responsibilities incumbent upon
her and her staff; and
WHEREAS, the City Recorder and her staff have devoted many,
many extra hours above and beyond the normal requirements of
their jobs at personal expense to themselves and their families
in order to insure that the residents of Salt Lake City have
the opportunity to exercise their voting franchise and to ensure
fairness and accurateness in the voting process; and
WHEREAS, the adoption of the council-mayor form of government
has greatly increased the burdens and responsibilities of the City
Recorder in administering municipal elections; and
WHEREAS, Mildred V. Higham and her staff have faithfully
and with remarkable dedication served the residents of Salt Lake
city and have distinguished themselves through the competent
and efficient manner which they have performed their duties; and
WHEREAS, due to the commitment and interest that Mildred
Higham has executed her responsibility as the City Recorder of
Salt Lake City Corporation, the City Commission and the City
departments are able to operate more efficiently in serving the
public and the residents of Salt Lake City.
NOW THEREFORE, the Board of City Commissioners on their
behalf and on behalf of the employees of Salt Lake City Corporation

and the residents of this City extend their most genuine
appreciation for the services of Mildred V. Higham, City Recorder,
and her staff for the faithful, untiring and conscientious
manner in which they perform their responsibilities and for the
special and extra effort she and her staff have rendered in
administering the primary and municipal elections under the new
council-mayor form of government.
Passed by the Board of Commissioners of Salt Lake City,
Utah, this 8th day of November, 1979. l
