Result
WHEREAS, as the elected representatives of the citizens of Salt
Lake City for municipal government, we believe it is our responsibility
to express our opinion with regards to the proposed changes in local
government; and
WHEREAS, as a municipality, Salt Lake City citizens for many
years have received a high level of service at a low cost when compared
nationally to cities of its size and economy; and
WHEREAS, the services the City delivers are essential to the pro-
tection, safety, health, and living environment of our citizens; and
WHEREAS, the Commission believes that because local government
is the only level of government which is specifically assigned these
essential functions, the relationship between the elected officials
and the voters must be close; and
WHEREAS, the Commission believes that a city body politic must
be represented as a whole; City priorities cannot be appropriately
set by eleven people who are elected from different and differing
constituencies; and
WHEREAS, the Commission's considered judgment that the creation
of eleven small constituencies, each electing a representative, would
not result in government being closer to the people. Rather, the
Commission believes that, while an individual voter may be tied more
directly to that representative, that voter is estranged from the
other ten who have no stake in responding to the constituents of any
other district than their own. Further, one voter in nearly 550,000
is less close to impacting his government than one in a community of
less than 200,000; and
WHEREAS, the Commission believes that a city should have logical
and manageable boundaries. The creation of a large conglomerate city,
with nine municipal islands scattered within it cannot be seen as
Resolution No.
