Thank you for sending us a copy of Resolution No. 85, which
urges the Federal government to designate the Dromedary Peak
area and the Mount Olympus area of the Wasatch Front as
"Wilderness Areas." We will withhold endorsement of any
Wilderness areas pending formal recommendation of all
potential withdrawals by the state wilderness committee.

The Rare II issue has been of great concern to SAIRMOADER
because I do not think our national forests have wilder-
ness potential but because I feel we must be very careful
to consider the total wilderness picture. For example,
over 30% of the state of Utah has so called "wilderness
potential." The national forest lands represent only
part of that amount with the national parks, Bureau of
Land Management and state-owned lands making up the
remainder.
Currently I am a member of the Governor's State Wilder-
ness Committee which has been working on the development
of an overall state wilderness plan, and in addition, I
serve on the House Interior Committee, which has legislative
jurisdiction over all wilderness proposals.
I have tried to become familiar with the various areas and,
in fact, visited the High Uintas during August. Your recom-
mendations have been very helpful, and while there isn't
time remaining in this session of Congress to act on any
new legislative wilderness proposals, I expect a great
deal of activity in this area next year.
I personally have not taken a position on any individual
wilderness proposal and will not until such time as the
state has been able to develop its plan.
Thank you for taking the time to write and I hope that
you will continue to let me have the benefit of your
thinking.

RESOLUTION URGING THE FEDERAL GOVERNMENT TO DESIGNATE THE
DROMEDARY PEAK AREA AND THE MOUNT OLYMPUS AREA OF THE WASATCH
FOREST AS "WILDERNESS AREAS".
WHEREAS, Salt Lake City has been granted extraterritorial juris-
diction by the Legislature of the state of Utah in order to protect
and maintain a watershed for the residents of Salt Lake City; and
WHEREAS, Salt Lake City has entered into several cooperative
agreements with the Federal Government for the use and maintenances
of these watershed areas for the benefit of the residents of Salt
Lake City; and
WHEREAS, the continued use and maintenance of Salt Lake City's
watershed areas is vital for the present and future water supply of
Salt Lake City; and
WHEREAS, the Dromedary Peak and Mount Olympus areas constitute
integral elements of the watershed of Salt Lake City; and
WHEREAS, the Federal Government has proposed various alternative
use designations for said Dromedary Peak and Mount Olympus areas, all
of which will to some degree affect the right, use and quality of
Salt Lake City's watershed in these areas; and
WHEREAS, the Federal Government has solicited response from
various groups and individuals and has held public hearings as to
the desirability of the alternative proposed designations; and
WHEREAS, it appears that the designation of Dromedary Peak and
Mount Olympus areas as "Wilderness Areas" would insure that the same
Federal Agencies with which Salt Lake City now holds cooperative
agreements regulating Salt Lake City watersheds, would continue to
administer and manage these same portions of Salt Lake City's water-
shed; and
WHEREAS, the Safe Drinking Water Act known as Public Law 93-523
of the 93rd Congress and found at 42 United States Code Anno. S 300
F. et seq., as amended, imposes significant regulations on the quality
of water distributed to the public and for the City to comply with
existing and expected water quality standards imposed by said act,
the City must be able to control its watershed; and
WHEREAS, a "Wilderness Area" designation would offer a permanent
protection of the watershed so long as the designating act reserves
in Salt Lake City the power and right to manage and control this
watershed; and
WHEREAS, the City supports these areas being designated as
wilderness areas, provided its powers and rights to maintain the
watershed are guaranteed and reserved.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners
of Salt Lake City that such board would support an act establishing
"Wilderness Areas" in the Dromedary Peak and Mount Olympus areas
insofar as that act with respect to the areas known as "Dromedary
Peak Area" and the "Mount Olympus Area" are reasonably consistent
with the following language reserving to Salt Lake City all rights,
powers and responsibilities to maintain its watershed as it currently
possesses and enjoys by virtue of cooperative agreements with the
various agencies of the Federal Government; to-wit:
"Notwithstanding any provision of this Act or the
Wilderness Act, nothing therein contained shall be construed,
applied or administered in a manner as to deprive Salt Lake
City Corporation (or any successor) of the right and power
to manage and control the watershed contained in the
Dromedary Peak Wilderness Area and Mount Olympus Area designa-
tion. It is recognized that said areas are unique because
of their proximity to a metropolitan community arid the
dependence of its population on water from these areas.
Congress hereby expressly recognizes and grants to Salt Lake
City or any successor, right to designate camping grounds,
require sanitary facilities or methods, require the removal
of human or other waste, and otherwise reasonably direct the
management of these watersheds. The City's management and
control shall include, but not be limited to the use of or
authorizing the use of mechanized equipment, planes, heli-
copters or other equipment it deems necessary for the
maintenance, construction or servicing of roads, reservoirs,
streams, sanitary facilities, protection of water rights,
reseeding fire damaged areas and fire prevention or suppres-
sion by chemical retardants or otherwise. Further, the City
or any successor shall also have the right to authorize or
direct limitations on the number of persons entering the
areas by permit or other reasonable means and enforce or
implement State or City ordinances protecting watersheds
or water quality. These rights shall be subject to
coordinantion and cooperation with the Forest Service, but
in nowise shall be construed to impose any financial or
other duty or obligation on said City."

The foregoing language was recommended by Salt Lake City in its
support of the designation of the Lone Peak Area as a "Wilderness
Area" with the same reservation of powers to Salt lake City, and
said recommendation was adopted and said rights were reserved by
Congressional act.
BE IT FURTHER RESOLVED, that in the event that said grant of
rights to Salt Lake City is not included within the proposed Federal
legislation designating the areas to be "Wilderness Areas", that
the Board of Salt Lake City Commissioners will then support the
alternative that said areas should be designated as "Scenic Areas"
and not as "Wilderness Areas".
BE IT FURTHER RESOLVED that a copy of this Resolution be for-
warded by the City Recorder to all members of the Utah Congressional
Delegation and that the City Water Commission be authorized to
further publish and distribute this Resolution and otherwise seek
to have its provisions adopted by Congress, as the will and opinion
of the Board of Salt Lake City Commissioners.
BE IT FURTHER RESOLVED that Salt Lake City, in urging this
designation for the Dromedary Peak Area and the Mount Olympus Area
does so with the firm understanding that it shall retain all rights,
powers and responsibilities to maintain its watershed as it currently
possesses and enjoys by virtue of its cooperative agreement with the
various agencies of the Federal Government.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 26th day of October, 1978.
