WHEREAS, Salt Lake City voters adopted the Optional Form of
Municipal Government, which Optional Form will take effect
January 7, 1980; and
WHEREAS, the Mayor elect of the new Optional Form of
Government desires to immediately begin the 1980/81 budgeting
process; and
WHEREAS, this budgeting process requires the cooperation of
City's department heads and requires, during the transitional
period, a designation of lines of communication and lines of
authority consistent with the Mayor's preliminary organizational
plans;
NOW, THEREFORE, in consideration of the premises and to
facilitate the smooth transition of City government, including
the preparation of the 1980/81 budget, the Board of Commissioners
of Salt Lake City hereby resolves and directs the City employees
as follows:
1. Departments. For the purpose of preparing the City
budget for the 1980/81 fiscal year and for communication
purposes, the following offices are identified as having
departmental status and will report to the Mayor through the
designated administrative heads; to wit:

Notes: (1) Reports to Mayor through Airport Authority
(2) Reports to Mayor through Library Board; however,
this reporting shall only be as consistent with
Section 37-2-1 et seq. Utah Code Ann., 1953.

2. Functional Responsibility and Organization. For
purposes of preparing the aforesaid budget requests and
information, the functional responsibilities attendant to each of
the above departments are to remain with City departments as
presently provided in City ordinance and practice, with the
following exceptions:

3. Administrative Responsibilities. The current heads of
each of the departments or sections enumerated in paragraph 1
above are to continue to serve in their respective capacities.
The City employees will cooperate and assist in providing the
necessary and appropriate information for the preparation of the
1980/81 fiscal year budget, as requested by the persons
identified in paragraph 1 above or such other persons as may he
hereafter designated by the Mayor. In preparing the budget
information, the designated administrative heads shall assume and
are fully responsible for assuring the administrative integrity
of the budgets prepared by them or submitted through them.
4. Mayor's Administrative Cabinet and Assistance During
Transition Period. During the transition period those
individuals identified in paragraph 1 above shall constitute the
Mayor's Administrative Cabinet, but including City Auditor Mr. F.
Ray Hammond. Other individuals may from time to time be
requested to provide information, attend meetings or otherwise
assist this group at the designation or request of the Mayor and
are hereby directed to cooperate and provide all assistance
requested. All City employees are requested and encouraged to be
of whatever assistance feasible and possible in assisting the
Mayor during the transition period by providing information,
services or attending those meetings requested by the Mayor, in
preparing the Mayor and/or Council for their new role commencing
January 7, 1980.
