RESOLUTION NO. 89 of 1981
(Adopting Target Area Plans
for Central Community)
WHEREAS, during November of 1974, the Planning Commission
of Salt Lake City, Utah, promulgated the Central Community
Master Plan as a revision of the 1967 Master Plan of Salt Lake
City, Utah, as it relates specifically to the Central Community
of the City; and
WHEREAS, said Central Community Master Plan was officially
adopted by Resolution No. 31 of 1977 by the Board of City
Commissioners of Salt Lake City, Utah, on the 8th day of March,
1977, as an amendment to the City's 1967 Master Plan; and
WHEREAS, to participate in the federal Community Development
Program, the City was responsible to make an in-depth analysis
of qualifying neighborhoods within its communities to identify
causes of deteriorating conditions and to formulate strategy
recommendations for correcting these conditions; and
WHEREAS, two neighborhoods - the People's Free Way Neigh-
borhood and the Central City Neighborhood within the Central
Community were targeted for such review and analysis by the
Planning Commission; and
WHEREAS, that research and the resulting reports, recom-
mendations and strategies for such neighborhoods have been
compiled as part of the City's Community Development Program
into documents known as target area plans entitled: PEOPLE'S
FREE WAY NEIGHBORHOOD PLAN: For the People's Free Way Neigh-
borhood Strategy Area, and CENTRAL CITY NEIGHBORHOOD PLAN: For
the Central City Neighborhood Strategy Area; and
WHEREAS, the Planning Commission has adopted said plans,
often referred to as "Target Area Plans" or "Neighborhood Strategy
Area"--"NSA" plans, as recommendations to guide the City's
strategy for addressing the needs of said neighborhoods as an
outgrowth of said community master plan; and
WHEREAS, the City Council has reviewed said plans and
concurs that the recommendations therein are valuable to guide
the development of said neighborhoods:
THEREFORE, BE IT RESOLVED by the City Council of Salt
Lake City, Utah, that the report and recommendation known as
target area plans prepared by the Planning Commission proposing
the strategy for guiding development within the People's Free
Way and Central City Neighborhoods of the Central Community,
respectively entitled:
PEOPLE'S FREE WAY NEIGHBORHOOD PLAN: For the People's
Free Way Neighborhood Strategy Area, (dated September
1980 and approved by Planning Commission September 11,
1980); and
CENTRAL CITY NEIGHBORHOOD PLAN: For the Central City
Neighborhood Strategy Area, (dated April 1981 and
approved by Planning Commission March 12, 1981) ,
are hereby officially adopted by the legislative body of Salt Lake
City. Said plans are incorporated by reference and three (3)
copies of said plans shall be retained on file with the City
Recorder and be available for public review and inspection.
Passed by the City Council of Salt Lake City, Utah, this
6th day of October , 1981.
