WHEREAS, the northwestern section of Salt Lake
City is badly in need of drainage because of its being
the lowest part of said city; and
WHEREAS, said lack of drainage has resulted

in great economical loss and the failure of the city
to grow and develop in the northwestern section as it
should have done, and said condition is a menace to the
health of the inhabitants of Salt Lake City.
NOW THEREFORE, BE IT RESOLVED that a committee
of three be and is hereby appointed to consist of the
LLayor, Commissioner of Streets and the City Engineer,
whose duty it shall be to provide for a complete survey
of the northwestern portion of the city for the purpose
of determining what methods should be employed to ef-
fectively drain and open up for development this section
of the City; and that t1,000,00, or so much thereof as
may be needed, be and the same is hereby appropriated
to be used by said committee in the employment of drain-
age engineers, and for other expenses incident to the
making of such survey and r oft.
