B. E S 0 L U T I 0 N.
The Board of Commissioners of Salt Lake City Corporation
has carefully considered a proposed action made in January 1956,
by the Utah County Officials, which if enacted would result in
Mosquito Abatement Districts being placed under direct control
of County Commissioners. It is therefore the desire of this
Board to go on record as opposing any such a change in the present
State law and accept and endorse the following resolution:
WHEREAS the Mpequito Abatement Districts in Utah have
operated effectively and efficiently since their inception, and
WHEREAS Mosquito Abatement Districts have functioned
most economically and in most Districts have taxed only a fraction
of the legal limit, and
WHEREAS Mosquito Abatement Districts are administered
by local units of government and are therefore subject to closer
supervision of the people, and
WHEREAS the administration of Mosquito Abatement Districts
is stable, and has therefore been able to obtain and retain
comietent,_..scientifically trained and career minded personnel, and
WHEREAS mosquito control work is highly complex and
specialized public health activity and should not be subjected to
partisan political pressures, and
WHEREAS the above conditions cannot prevail under the
unstable influences that experience has shown to exist under condi-
tions of political appointment and dismissal, and
WHEREAS Board of County Commissioners are already excessive-
ly burdened with the responsibilities now assigned to them,
THEREFORE be it resolved that the Board of Commissioners of
Salt Lake City Corporation urge the Utah State Legislature to
maintain the administration of mosquito abatem t as is now p vided
under present law.
