Attached is a copy of a Resolution, passed by the Board of Com-
missioners of Salt Lake City, Utah, requesting that the Utah State
Statutes be amended to provide more severe penalties upon persons
convicted of burglaries committed in private residences.

WHEREAS, during recent years, residential burglaries have
steadily increased until at the present time there are more residences
attacked than commercial establishments; and
WHEREAS, the rate of residence burglaries is three times
that of all other burglaries; and
WHEREAS, the burglary of the private residence increases
the liklihood of violence and potential loss of life; and
WHEREAS, such thieves prey upon those who, because of
bereavement, weddings, or other such publicized activities, are
necessarily absent from their homes, the victims often losing not
only items of great monetary value, but also personal, sentimental
value; and
WHEREAS, continuous police coverage of residential areas
is extremely difficult given the extent of the area to be patroled
and the men and equipment available for such purposes,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS
OF SALT LAKE CITY, UTAH, that the Legislature amend the present statutes
of the State of Utah relating to burglary to provide for the imposition
of greater penalties for those who are convicted of the burglary of a
private residence, with the hope that harsher penalties may provide
some deterrence against this type of crime.
Passed by the Board of Commissioners of Salt Lake City, Utah,
this 10th day of February, 1971.
