Dear Mr. Hogensen:
Thank you for sending us a copy of your resolution
regarding additional Amtrak service between Portland,
Oregon, Salt Lake City and Los Angeles. I appreciate your
concern.
When Amtrak took over most of the nation's rail
passenger system on May 1, 1971, we were required to
operate intercity service between certain pairs of cities
designated by the Secretary of Transportation. This net-
work constitues the basic Amtrak system.
At this time, there are possible procedures where-
by additional service may be instituted by Amtrak. Section
403(b) of the Rail Passenger Service Act declares that any
state, regional, or local agency may request service beyond
that included in the basic Amtrak system; and that Amtrak
shall institute such service provided that the requesting
agency (or agencies) agrees to fund at least two-thirds of
the operating losses and associated capital costs of the
service. Amtrak now operates state-supported routes in
three states, and is involved in discussions with several
additional states on other possible state-assisted routes.
Section 403(d) states that Amtrak shall initiate
one experimental route each year, as designated by the
Secretary of Transportation. Funds for the experimental
route will be provided through the annual Congressional
appropriations for Amtrak. The Secretary is required to
designate the 403(d) experimental route for 1974 by July 1.

POCATELLO, IDAHO, OGDEN, UTAH AND CONTINUING
IN A SOUTHWESTERN DIRECTION TO SERVICE SALT
LAKE CITY, UTAH, LAS VEGAS, NEVADA AND LOS
ANGELES, CALIFORNIA.
WHEREAS, it is necessary for the economic and social stability
and growth of Salt Lake City that inter-city rail passenger service
be reestablished from Portland, Oregon to Ogden, Utah and con-
tinuing south from Ogden, Utah, to Salt Lake City, Utah, Las Vegas,
Nevada and Los Angeles, California; and
WHEREAS, the convenience of the citizens of Salt Lake City
require that inter-city rail passenger service between Portland,
Oregon and Ogden, Utah and south to Salt Lake City, Utah, Las Vegas,
Nevada and Los Angeles, California be serviced by Amtrak Corporation;
and
WHEREAS, for many years, the citizens of Salt Lake City and
surrounding areas depended upon rail transportation service to the
Northwestern and Southwestern states; and from May 1, 1971, to the
present time, Amtrak Corporation (organized pursuant to the provi-
sions of the National Railroad Passenger Act of 1970, P. L. 91-518)
has not and does not now operate inter-city rail passenger service
between and to Portland and Pendleton, Oregon, Boise and Pocatello,
Idaho, Ogden, Utah and continuing in a southwestern direction to
Salt Lake City, Utah, Las Vegas, Nevada and Los Angeles, California;
and
WHEREAS, railroad passenger service is a necessary part of a
balanced transportation system serving public convenience and
necessity, diminishing the congestion of highways, lessening the
overcrowding of airways and airports, offering the traveler alter-
natives to modes of travel most convenient to his or her needs,
and as a part of a balanced transportation system would relieve
the energy crisis now existing in these United States;

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners
of Salt Lake City, Utah:
SECTION 1. That Amtrak Corporation be, and it hereby is,
petitioned to reestablish and operate scheduled inter-city rail
passenger service from Portland, Oregon, through Pendleton, Oregon,
Boise and Pocatello, Idaho and Ogden, Utah and continuing in a
southwestern direction to service Salt Lake City, Utah, Las Vegas,
Nevada and Los Angeles, California, to accommodate, sustain and
maintain economic and social stablility and growth and to provide
an alternative, necessary, reasonable and convenient mode of
transportation and communication not only for the citizens of the
cities herein mentioned, but for all citizens of the United States.
SECTION 2. That a certified copy of this Resolution be mailed
and filed with Amtrak Corporation.
