Hogensen City Recorder Salt Lake City Corporation 200 City & County Building Salt Lake City, Utah 84111 Dear Mr. Hogensen: Thank you for sending us a copy of your resolution regarding additional Amtrak service between Portland, Oregon, Salt Lake City and Los Angeles. I appreciate your concern. When Amtrak took over most of the nation's rail passenger system on May 1, 1971, we were required to operate intercity service between certain pairs of cities designated by the Secretary of Transportation. This net- work constitues the basic Amtrak system. At this time, there are possible procedures where- by additional service may be instituted by Amtrak. Section 403(b) of the Rail Passenger Service Act declares that any state, regional, or local agency may request service beyond that included in the basic Amtrak system; and that Amtrak shall institute such service provided that the requesting agency (or agencies) agrees to fund at least two-thirds of the operating losses and associated capital costs of the service. Amtrak now operates state-supported routes in three states, and is involved in discussions with several additional states on other possible state-assisted routes. Section 403(d) states that Amtrak shall initiate one experimental route each year, as designated by the Secretary of Transportation. Funds for the experimental route will be provided through the annual Congressional appropriations for Amtrak. The Secretary is required to designate the 403(d) experimental route for 1974 by July 1. I will see that your interest in new service is Mr. Herman J. Hogensen -2- March 13, 1974 brought to his attention. Sincerely, va-lk, 4 yes r David A.
