Result
OF APPRECIATION
WHEREAS, the Salt Lake City Fire Department commenced Citizen's
Emergency Response Training in 1976 through a non-profit corporation
known as the Para-Med Foundation; and
WHEREAS, said foundation has been operational due to voluntary
contributions, citizen participation, and medical training provided
by the Salt Lake City Emergency Medical Technicians and Paramedics; and
WHEREAS, in November 1976, Tracy Collins Bank & Trust Company
authorized and invited its employees to receive said Citizen's Emergency
Response Training on company time, in a community service effort; and
WHEREAS, William B. Martin received said training as Vice President
of Tracy Collins Bank & Trust Company; and
WHEREAS, on November 22, 1976 Orien Rose, a 76 year old resident
of Salt Lake City suffered a cardiac arrest in the vacinity of Tracy
Collins Bank & Trust Company and a passer-by observed his difficulty
and summoned help from said Bank; and
WHEREAS, William B. Martin responded to the plea for assistance
and immediately realized the gravity of the situation because of his
emergency training. Mr. Martin immediately began cardio pulmonary
resuscitation, which technique and diagnosis was learned in the
Citizen's Emergency Response Training; and
WHEREAS, Salt Lake City Paramedics responded to the emergency and
determined that Mr. Rose's heart had stopped and immediately began advance
life support procedures through communication with LDS Hospital; and
WHEREAS, had not citizen William B. Martin received the emergency
training and provided resuscitation procedures, Mr. Rose would have
suffered death or possible serious brain damage; and
WHEREAS, Mr. Rose is now alive and fully recovering as a direct
result of the clear thinking, together with the quick and appropriate
emergency response of Mr. Martin;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SALT LAKE CITY
COMMISSIONERS that it does hereby express on behalf of Mr. Rose and all
of the citizens of Salt Lake City its deep appreciation to Mr. William
B. Martin for the time he unselfishly devoted to attending the training
sessions, for his humanitarian desire to assist his fellow man, and
particularly for his prompt, clear-headed and trained response to a
serious medical emergency.
BE IT FURTHER RESOLVED by the Board that it does hereby express
to Tracy Collins Bank & Trust Company its sincere appreciation for the
Company's meaningful contribution as an employer in this City and its
progressive attitudes of community involvement.
BE IT FURTHER RESOLVED that a copy of this Resolution be presented
to Mr. William B. Martin and Tracy Collins Bank & Trust Company as a
token of the City's appreciation for their contribution to the well-being
of our community.
