RESOLUTION
Result
WHEREAS, local government of the State of Utah is severely limited
in its revenue sources by State enabling statutes; and
WHEREAS, a majority of the sources of revenue available to local
government are regressive and unfairly place the tax burden on those
least able to pay; and
WHEREAS, the aforesaid tax sources are static, unresponsive to
economic conditions and do not provide an adequate base for funding the
levels of governmental services demanded by the electorate; and
WHEREAS, the House of Representatives and particularly Respresenta-
tive Lorin N. Pace has recognized the difficulties of financing local
government under existing State enabling legislation and, therefore, has
introduced Substitute House Bill 50 of the 1978 Budget Session calling
for a State Commission to study local governmental taxation and financing,
with the objective of making recommendations for legislation to modern-
ize the way local governmental services are financed; and
WHEREAS, such a Commission will be of great service and benefit in
focusing on the problems of local government financing and finding
satisfactory solutions to these difficulties.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SALT LAKE CITY
COMMISSIONERS that it does hereby express its appreciation to Representa-
tive Lorin N. Pace, the House of Representatives and the Legislature, as
a whole, for their interest and concern about local governmental pro-
blems and the equitable and fair financing of local governmental ser-
vices.
BE IT FURTHER RESOLVED that the Board does hereby express its
support of the proposed study Commission to be comprised of legislators
and representatives of local government, and the City pledges its full
cooperation to achieve a satisfactory modification of current statutes.
BE IT FURTHER RESOLVED that a copy of this Resolution be delivered
to the Budget Session of the 1978 Legislature and, personally, to Re-
presentative Lorin N. Pace.
Passed by the Board of Commissioners of Salt Lake City, Utah, this
26th day of January, 1978.
