Dear Mildred:
I have received the resolution of the Board of City Commissioners
dated September 29, 1977, and relating to the proposal to extend federal
benefits to police officers who are permanently and totally disabled
while in the line of duty. Please inform the Board that I appreciate
their concern for a reasonable system of compensation for police
officers who are permanently disabled while in the public service and
that I will study the advisability of legislation. In fact, I think
a method of compensation is an excellent idea; the only question is
whether the method should be established and funded at the local,
state, or federal level.

RESOLUTION UR IIG UTAH'S CONGRESSIONAL DELEGATION TO PURSUE
THE PROPOSAL OF EXTENDING BENEFITS PROVIDED IN THE CASE OF
THE DEATH OF A POLICE OFFICER TO THOSE INSTANCES IN WHICH A
POLICE OFFICER IS PERMANENTLY AND TOTALLY DISABLED.
WHEREAS, police officers perform a vital function in protecting
society from lawless elements, and
WHEREAS, a police officer's life is constantly in jeopardy due
to the hazardous nature of his job, and
WHEREAS, not only is the officer's life in danger, but because
danger of disability occuring as a result of performing his duty is ever
present, and
WHEREAS, the national government has introduced a plan to provide
benefits in the case of a death of a police officer; and
WHEREAS, the total disability of an officer may be just as or more
disastrous financially to the officer and his family, than if he were killed
NOW, THEREFORE, the Board of Commissioners of Salt Lake City, Utah,
hereby request that each member of the Utah Congressional Delegation to
the national government pursue a proposal of extending benefits to include
not only those cases where a police officer is killed, but also to include
instances in which a police officer is permanently and totally disabled.
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded
to all members of the Utah Congressional Delegation and request that they
seek to have the disability benefits passed int aw so that the burdens
may be eased for those officers who are disa ed i t line f duty.
