(ADOPTING ANNEXATION POLICY
DECLARATION AMENDMENT NO. 1C )
WHEREAS, on June 20, 1979, the Salt Lake City Commission
adopted an Annexation Policv Declaration (Study Areas 1-12)
pursuant to the provisions of Section 10-2-414, Utah Code
Annotated, 1953, as amended;
WHEREAS, said Policy Declaration was amended by the City on
October 18, 1979 (Study Area 2), September 16, 1980 (Study Area
13) and December 9, 1980 (Study Area 14);
WHEREAS, said declaration and amendments were adopted pur-
suant to notice and public hearing as required by statute;
WHEREAS, the proposed annexation consists of less than 5
acres and the Petition pertaining thereto does not require notice
or hearing pursuant to Section 10-2-414, Utah Code Annotated
1953; and
WHEREAS, the City Council has considered said proposed
amendment on Tuesday, December 11, 1984, as specified in its
notices, and is desirous of now adopting the amendment proposed.
THEREFORE, BE IT RESOLVED by the City Council of Salt Lake
City, Utah, that:
1 . The attached amendment to the City's Annexation Policy
Declaration is hereby adopted and approved as a supplement to the
Study Area No. 1 element of the City's current oolicv declara-
tion.
2. Said amendment shall be incorporated in the City's
policy declaration under the designation of Annexation Policv
Declaration Amendment No. 1C , and shall take effect upon
approval.
Passed by the City Council of Salt Lake Citv, Utah, this

1C.1 Introduction
The following information is provided to satisfy requirements of the
Utah Boundary Commission Act of 1979 as set forth in Section 10-2-401
through 10-2-423 Utah Code Annotated 1953, as amended.
In harmony with the intent of the act, Salt Lake City prepared a
Master Annexation Policy Declaration in 1979. The petitioned area is a
sub-part of Area 1--West Airport as defined in that Declaration. This
report updates and amends the Master Annexation Policy Declaration with
respect to the petitioned area.
1C.2 Area Considered for Annexation--Sub-part-of Area 1--West Airport
The map on Page 2 depicts the proposed annexation area. It includes
unincorporated land contiguous to Salt Lake City's western boundary at 3100
North 2450 West legally described as follows:
Beginning at a point West 1043.76 feet and South 273.02 feet from the
northeast corner of the Southeast Quarter of Section 9, Township 1 North,
Range 1 West, Salt Lake Base and Meridian., running:
thence South 176.99 feet;
thence S 88°42'43" W 244.65 feet to the East line of 2450 West Street;
thence N 0°19'47" E 180.00 feet along said East line of 2450 West Street;
thence N 89°24'47" E 243.57 feet to the point of beginning.
Contains 1.000 acres.
1C.3 Land Use and Socio-Economic Characteristics
The proposed annexation area is one (1) acre of vacant land.
1C.4 Assessed Property Value
The proposed annexation area lies exclusively within Salt Lake County
Tax District 20. Assessed value of the property, compiled from 1983 tax
rolls in the Salt Lake County Tax Assessor's office is $730.
1C.5 Comparison of the Cost of Government Services_
Table 1 on page 3 compares present mill levy with future mill levy.
Tax district 20 (unincorporated area) has a 1984 mill levy of 78.60 mills.
If the area is annexed it will become tax district 11 with a levy of 83.31
mills, or a 4.71 mill increase.

1C.6 Water
The Public Utilities Department should have no difficulty providing
water service to the proposed annexation area. A pipeline is immediately
adjacent to the annexation area.
1C.7 Sewer
Sewer treatment capacity is no problem with improvements planned for
the city's sewer treatment plant early in 1985. However, there is no sewer
main close enough to serve this property at the present time.
1C.8 Fire
The petitioned area is within the Fire Department's West Combat
District. Fire service for single alarm fires will be provided from
Station 7 at 273 North 1000 West. Station 11 at the Airport would respond
on 2 alarm fires or medical calls.
A new fire station is recommended in the city's capital improvement
plan at 1100 North Redwood Road. When completed this station will provide
primary protection.
1C.9 Police
Presently the area receives law enforcement services from the Salt
Lake County Sheriff's Office. The proposed annexation area would receive
law enforcement services at the same level as the existing city area north
of the Airport.
A new westside patrol station is discussed in the Capital Improvement
Recommendations Report, but it is not programmed in the present five-year
plan. It will be programmed in the future as development demand dictates.
1C.10 Planning and Zoning
The subject property is adjacent to the Northwest Community. In the
community master plan, this area was identified as an expected growth area.
The master plan recommends that zoning for this area be agricultural.
The airport noise impact zone, a mechanism available to control the
development of noise-sensitive land uses to limit irritation, minimize

complaints and avoid future legal action affects the subject property. The
petitioned annexation lies within the High Noise Impact Zone B. Zone B
allows agricultural and neighborhood business with sound attenuation and
allows commercial and industrial uses. Residential uses in agricultural
zones are required to have air circulation systems and at least 25 decibels
of sound attenuation.
The airport land use policy plan recommends that avigation easements
be required as a condition of development in the airport overlay zone.
In consideration of the above information, the Planning Department
recommends that the Bangerter property be annexed into Salt Lake City with
the following conditions:
1) That the property be zoned agricultural "A-1."
2) That the petitioner provide all required sound attenuation
improvements.
3) That the petitioner provide an avigation easement with the
property.
4) That the petitioner agree to sign a waiver of protest to future
SID street, gutter, and sidewalk improvements.
1C.11 Refuse and_Garbage-Collection and Disposal
City policy requires waste collection service to one, two and three
unit residential structures only. All others, including commercial and
industrial uses, must contract privately for such service. Upon annexation
the city Public Works Department will assume responsibility for waste
collection in accordance with the above mentioned policy.
1C.12 Streets and Highways
2450 West Street is entirely within the city limits in the area of the
proposed annexation. This one acre annexation will not significantly
affect traffic on the street or the city's responsibility for the street.
