The meeting was duly called to order by the Chairman of the Municipal Council with the foregoing members of the Municipal Council being present, cconsitututing a quorum of the Municipal Council: Grant Mabey Councilmember Sydney R. Fonnesbeck Councilmember Ione M. Davis Councilmember Alice Shearer Councilmember Ronald J. Whitehead Councilmember Palmer DePaulis Councilmember Edward W. Parker Councilmember Absent: None There were also present: Ted L. Wilson Mayor Kathryn Marshall City Rey Roger Cutler City Attorney After the minutes of the preceding meeting had been duly read and approved, the City Recorder presented to the Municipal Council an affidavit evidencing the giving of not less than twenty-four (24) hours public notice of the agenda, date, time and place of the February 15, 1983, meeting of the Municipal Council in compliance with the requirements of Section 52-4-6(2), Utah Code Annotated 1953, as amended, by (1) posting written notice of the meeting at the principal office of the Muncipal Council, and (2) providing notice to at least one newspaper of general circulation within the general geographic jurisdiction of said city, or to a local media correspondent. The resolution is as follows: A RESOLUTION finding and declaring that there is a need for The Housing Authority of the County of Salt Lake to exercise its powers within Salt Lake City by undertaking therein one or more programs for the financing of multifamily housing; and approving the exercise of such powers. 66Ltkid-aoy) t.ct.3 WHEREAS The Housing Authority of the County of Salt Lake ("County Authority") has informed the Municipal Council of Salt Lake City, Salt Lake County, Utah ("Municipal Council") that the County Authority has determined to undertake one or more programs ("Programs") under Chapter 18 of Title 55, Utah Code Annotated 1953, as amended ("Act") for the financing of multifamily housing in Salt Lake County, Utah ("County"), pursuant to which the County Authority will issue revenue bonds ("Bonds") of the County Authority and use the proceeds thereof to make loans to or deposits with lending institutions to enable such lending institutions to make mortgage loans to provide financing for multifamily residential rental projects located in the County and in Salt Lake City, Utah ("City") to be occupied, in accordance with the applicable provisions of law, by persons or families who cannot afford to pay the amounts at which private enterprise unaided by appropriate assistance is providing a substantial supply of decent, safe and sanitary housing; and WHEREAS the Municipal Council finds that there is a need for the County Authority to exercise its powers under the Act by carrying out the Programs within the boundaries of the City; and WHEREAS the Municipal Council wishes to cooperate with the County Authority and permit the County Authority to make proceeds of Bonds of the County Authority available to finance multifamily residential rental projects within the City in accordance with the provisions of the Act; NOW, THEREFORE, Be It Resolved by the Municipal Council of Salt Lake City, Salt Lake County, Utah, as follows: Section 1. The Municipal Council hereby finds and declares pursuant to the Act that there is a•need for the County Authority to exercise the powers of the County Authority under the Act by carrying out the Programs within the boundaries of the City, including the issuance of revenue bonds by the County Authority. Section 2. The Municipal Council hereby authorizes the County Authority to carry out the powers of the County Authority under the Act by implementing the Programs within the City, including the issuance of revenue bonds by the County Authority. Section 3. All resolutions and parts thereof hereto- fore enacted by the Municipal Council in conflict herewith are hereby repealed to the extent of such conflict. Section 4. This resolution shall become effective immediately upon its adoption.
