A regular meeting of the City Council of Salt Lake City, Utah, was held on Tuesday,
November 12, 2024, at the hour of 7:00 p.m., at which meeting there were present the
following members who constituted a quorum:

After the conduct of other business not pertinent to the following, the Vice-Chair
stated that the Office of the City Engineer had prepared the assessment list for the Salt Lake
City, Utah Central Business Improvement Assessment Area No. DA-CBIA-25, for action
and consideration by the Board of Equalization and by the City Council, which assessment
list is on file in the office of the City Recorder and available for inspection by any interested
property owner.
Thereupon, the following resolution was considered and fully discussed:

Section 2. The Board shall sit as the Board of Equalization on the special
assessments proposed to be levied and assessed on the property within the Assessment
Area and may elect to meet via electronic means or in person at the City & County
Building, Room 326, Salt Lake City, Utah on January 7, 2025 between the hours of 9:00
a.m. and 10:00 a.m.; on January 8, 2025 between the hours of 10:00 a.m. and 11:00 a.m.;
and on January 9, 2025, between the hours of 1:00 p.m. and 2:00 p.m. to hear and consider
any arguments from persons who claim to be aggrieved and, following the hearings, to
consider all facts and arguments presented at the hearings and to and make corrections to
the proposed assessments that the Board may deem necessary to meet the requirements of
the Act.
Section 3. The City Recorder is hereby authorized and directed to publish, post
and mail, as provided by law and the ordinances of the City, a notice of meetings of the
Board, said notice to be in substantially the following form:
NOTICE OF ASSESSMENT AND BOARD OF EQUALIZATION HEARINGS
NOTICE IS HEREBY GIVEN that the assessment list for the Salt Lake City, Utah Central
Business Improvement Assessment Area No. DA-CBIA-25 (the “Assessment Area”) has now
been completed and is available for examination at the Salt Lake City Recorder’s office located at
451 South State Street, Room 415, Salt Lake City, Utah. The City Council has appointed a Board
of Equalization to hear and consider arguments from any person who claims to be aggrieved by
the proposed assessments to be levied within the Assessment Area, including arguments relating
to (a) the amount of benefits accruing to the property proposed to be assessed or (b) the amount of
the proposed assessment.
The assessments levied are for the purpose paying for the proposed activities, which
include, but are not limited to, advertising, marketing, special events, festivals, transportation,
newsletters, publications, banners, holiday lighting, homeless services, security, special projects,
housing, town meetings, government policy, cultural promotion, reports, limited trash pickup
through the Ambassadors Program, surveys and other promotional activities (the “Economic
Promotion Activities”) in the downtown area (for the benefit of the properties within the
Assessment Area). The total amount of the assessments to be levied against benefitted property
within Assessment Area is expected to be $6,187,659, and will be based upon (i) 2024 taxable
property values (the “Base Assessment”), plus (ii) linear feet (except that corner lots will not be
assessed for both frontages as applicable, only one) on certain properties with frontage on certain
streets for special holiday lights (the “Holiday Light Assessment” and together with the Base
Assessment, the “Assessment”). The unit cost is each property’s proportionate share of the
Economic Promotion Activities applicable to the property as described in this notice. Funding
from assessments provides only a portion of the total budget for the Assessment Area’s programs
and activities. Salt Lake City, Utah (the “City”) will not contribute any of its own funds for the
Economic Promotion Activities; however, the City anticipates that the manager of the Assessment
Area will secure non-assessment funds from other sources such as grants, foundations, promotions,
contributions, earned income, and sponsorships.
As required by law, three persons have been duly appointed to act as the Board of
Equalization on the assessments proposed to be levied on the property benefited within the
Assessment Area. The Board of Equalization for assessments proposed to be levied on the affected
property within the Assessment Area will meet via electronic means and/or in-person at the City
Hall, located at 451 South State Street, Room 315, Salt Lake City, Utah, on January 7, 2025,
between the hours of 9:00 a.m. and 10:00 a.m.; on January 8, 2025, between the hours of 10:00
a.m. and 11:00 a.m.; and on January 9, 2025, between the hours of 1:00 p.m. and 2:00 p.m. to hear
and consider any objections to and make any corrections of any proposed assessments that the
Board may deem necessary to meet the requirements of the Assessment Area Act, Title 11, Chapter
42, Utah Code Annotated 1953, as amended. For Zoom meeting information visit

The assessment list and amounts of the proposed assessment against each parcel of property
have been completed and are available for public examination from 8:00 a.m. to 5:00 p.m. at the
Office of the City Recorder, 451 South State Street, Room 415, Salt Lake City, Utah.
After the Board has held all hearings and has made all corrections the Board considers
necessary to comply with the law, the Board will report its findings to the City Council of the City.
Appeal from a decision of the Board of Equalization may be taken to the City Council of the City
by filing with the City Council a written notice of appeal in the office of the City Recorder within
fifteen (15) days after the date the Board's final report to the City Council is mailed to the affected
property owners.

Section 4. The City Recorder is hereby directed to enter the foregoing
proceedings upon the records of the City, and to cause the notice set forth in Section 3 to
be published as a Class B Notice under Section 63G-30-102, Utah Code Annotated 1953,
as amended, for at least 20 days but not more than 35 days before the day on which the
first hearing of the Board is held. As a Class B Notice, the City Recorder shall cause a
copy of the notice set forth in Section 3 above, to be mailed, postage prepaid, to each owner
of property to be assessed within the Assessment Area at the last known address of such
owner using for such purpose the names and addresses appearing on the last completed real
property assessment rolls of Salt Lake County. In addition, a copy of such notice shall be
addressed to “Owner” and shall be so mailed, addressed to the street number (or post office
box, rural route number, or other mailing address of the property, if a street number has not
been assigned) of each of the improved properties to be affected by the assessment.

recognition,stating the ongoing need to remember the people who have lost their lives
fighting for trans rights.
Council Member Mano thanked all community members who came to accept the
Resolutions and stressed the importance of participating in the community.

The Council will accept public comment and consider adopting an ordinance that
would amend the Brooklyn and Dolan subdivisions in order to vacate a portion of
Brooklyn Avenue and an adjacent City-owned alley.If approved,the section of Brooklyn
Avenue would be divided and sold to the property owners of 1005 and 1007 South 500
West according to the approved plat at fair market value.The alley property would be

Ordinance: Obstructions in Required Yards and Height Exceptions Text
Amendment
The Council will accept public comment and consider adopting an ordinance that
would amend chapter 21A.36.020 of the Salt Lake City Code,specifically tables
21A.36.020.B and 21A.36.020.C,which regulates permitted obstructions in required
yards and permitted height exceptions in different zoning districts.The proposal would
address zoning administration issues,modify provisions to match building code
requirements,eliminate outdated provisions,and allow rooftop uses to exceed the
maximum height in some zoning districts.Other sections of Title 21A may also be

Brian Fullmer introduced the item.
Myra Petersen spoke on behalf of local business owners,supporting this text
amendment,emphasizing the need to protect a small mom-and-pop shop's ability to stay
open and maintain the added structures.
Council Member Young stated that the outside seating structures resulted from the
pandemic and that allowing the businesses to retain the added areas was necessary to
keep the shop functioning.

Ordinance: Airport Title 16 Amendments
The Council will accept public comment and consider adopting an ordinance that
would repeal and replace Title 16 of the Salt Lake City Code pertaining to Airports.The
proposed amendment would eliminate duplicate and outdated regulations.Changes also
include moving codified commercial standards to standalone administrative documents
for operators doing business at the airport.Language related to ground transportation
rules and fees is removed where it’s duplicated on the City’s ordinance regulating
business Title 5).
Nick Tarbet introduced the item.
Alvin Chung spoke in support of the ordinance and stated that it was necessary to help
local aviation.
Jared Esselmen spoke in support of the ordinance due to safety issues and said that
hangers need to be updated.Motion:

action requesting small group meetings with the Administration and
Attorney’s Office to coordinate Impact Fees, the Facilities Plan updates, and

1.Questions to the Mayor from the City Council.
Council Member Wharton thanked the Mayor for attending the meeting tonight.
2.Comments to the City Council.This is a one-hour time slot for the public to
comment on any City business not scheduled for a public hearing.Each person
will have two minutes to talk.General comment registration closes at 7:30 p.m.)
Claudia Alves spoke about a shed recently built on their property that was approved
but then denied and requested a variance for the approval of the structure.
Robert Cote asked the Council if there were any plans for the working homeless
community member to have shelter services separate from the non-working population
to aid in returning to work without being intermingled in a shelter with drugs and
violence,ultimately setting up for failure.Suggested a working member homeless
shelter.
Dirk Lamb spoke on climate change and asked the City Council to decrease the use of
fossil fuels,accelerate work to combat global warming,and update Salt Lake so that it
had less asphalt.
The following people spoke against the Permanent Access Road created
during the Rocky Mountain Power Replacement Poll Project:
David Waldman stated the road was unnecessary,there was no notice of a permanent
road cut into the top of Edgehill Road,and the community was worried about the
foothills'future restoration and failure.
Dwight Ashdown stated that there were other access roads nearby that the
Department of Public Utilities DPU)could use and that stormwater runoff has caused
major damage in the neighborhood in the past.
John Harrington stated no notice or engineering plans were submitted for the
permanent road and that stormwater would cause more damage due to the destruction of
the hillside by the new road.
Katie Romney requested restoration of the trailhead and trail side,placement of no
parking”and access road”signs should be placed on the street,and redesigning the
turnaround to help with safety issues,
Susan Dawson stated there was no room for turning around,creating a safety hazard if
emergency or utility trucks needed to turn around or access the neighborhood.
That needs to be addressed instead of an access road.
Pamela Johnson discussed stormwater damage,safety issues,signs,and illegal road
access,which created safety issues,and stated that action needed to be taken with this

new road.
Hilary Jacobs (Co-founder of Save Out Foothills) stated that the plan was a disaster,
that Rocky Mountain Power had deviated from its plans,and that it should be held
accountable.However,public lands have not acted,and the Save Our Foothills Council
has urged the City Council to visit the street to see the disaster that Rocky Mountain
Power has caused the Foothills.
Carleton DeTar urged the Council to stop the construction and work to preserve the
environment instead of building a new road.
Daniel Schelling President of Save Our Foothills)stated that the construction of the
Foothills had caused mass destruction without any notice,and questions needed to be
answered before Public Lands and Rocky Mountain Power were allowed to continue.
Council Member Wharton stated the residents of Edgehill could stay after the
meeting to discuss their concerns further.
E.NEW BUSINESS:
1.Ordinance: Consolidated Fee Schedule Amendment Regarding the Utility
Fee Waiver
The Council will consider adopting an ordinance adding language to the Consolidated Fee
Schedule to allow the Department of Public Utilities to waive stabilization fees on certain
accounts with non-use.

1.Ordinance: Jordan River Fairpark District Zoning Map & Text Amendment
The Council will set the date of Tuesday,November 19,2024 at 7 p.m.to accept public
comment and consider adopting an ordinance that would amend the City's zoning
ordinance by creating a new zoning district known as the Jordan River Fairpark JRF)
District at approximately 1500 West North Temple and bounded by the Jordan River,
Redwood Road,North Temple,and Interstate 15.The proposal would rezone
approximately 93 acres across 32 parcels into a single zone to support the area's
redevelopment.The project is located within Council District 2.Petitioner:Snell

3.Ordinance: Obstructions in Required Yards and Height Exceptions Text Amendment
The Council will accept public comment and consider adopting an ordinance that would
amend chapter 21A.36.020 of the Salt Lake City Code, speci cally tables 21A.36.020.B and
21A.36.020.C, which regulates permitted obstructions in required yards and permitted height
exceptions in di erent zoning districts. The proposal would address zoning administration
issues, modify provisions to match building code requirements, eliminate outdated
provisions, and allow rooftop uses to exceed the maximum height in some zoning districts.

4.Ordinance: Airport Title 16 Amendments
The Council will accept public comment and consider adopting an ordinance that would
repeal and replace Title 16 of the Salt Lake City Code pertaining to Airports. The
proposed amendment would eliminate duplicate and outdated regulations. Changes also
include moving codi ed commercial standards to standalone administrative documents for
operators doing business at the airport. Language related to ground transportation rules and
fees is removed where it's duplicated on the City's ordinance regulating business (Title 5).

3.Ordinance: Temporary Closure of a Portion of 1000 West Between South Temple
and Approximately 15 South 1000 West
The Council will set the date of Tuesday, November 19, 2024 at 7 p.m. to accept public
comment and consider adopting an ordinance that would temporarily close a segment of
1000 West between South Temple and 15 South 1000 West to mitigate unsafe conditions.
State law allows the City to temporarily close certain streets until the unsafe conditions are
mitigated or up to two years, whichever is less. The Federal Railroad Administration has
suspended the Woods Cross Quiet Zone after conducting an inspection and determining that
safety systems and measures implemented at this crossing are inadequate. Temporarily
closing this portion of the road will allow the City to make improvements to the crossing so
that the Woods Cross Quiet Zone may be restored.

Public Notice is hereby given that the 2024 Annual Meeting Schedule of the City Council,
Redevelopment Agency (RDA) & Local Building Authority
(LBA) of Salt Lake City, Utah, shall be as follows:
The Board of Directors will hold regular meetings from time to time as the Board deems necessary.
When held, regular meetings will be on the same dates and at the same times and places as regular
meetings of the City Council of Salt Lake City, Utah.
Council Meetings generally include a 2 p.m. WORK SESSION and a 7 p.m. FORMAL SESSION
All meetings of the City Council are open to the public unless closed pursuant to Sections 52-4-204,
52-4-205 and 78B-1-137, Utah Code Annotated. Notice of each meeting is given at least 24 hours in
