005 of 2011 - urging the governor and state legislature to retain and support the Utah State Office of Ethnic Affa R 11-1 1V I 5 of 2011 A JOINT RESOLUTION URGING THE GOVERNOR AND STATE LEGISLATURE TO RETAIN AND SUPPORT THE UTAH STATE OFFICE OF ETHNIC AFFAIRS WHEREAS, the character of Utah and Salt Lake City has been shaped by the diverse ethnic nationalities who have settled here,and this diversity is the very fiber that has allowed us to grow,prosper and succeed as a community;and WHEREAS, the State Ethnic Offices were first established by Executive Order in 1972,in recognition of the fast growing ethnic population in Utah;and WHEREAS, the Utah State Office of Ethnic Affairs has provided critical and essential services to Utah's diverse populations,strengthening institutional change by working with the state agencies to review policies,practices and procedures,to advise on cultural competency issues,to ensure outreach and response to ethnic communities,and to ensure state government's responsiveness to the needs of Utah's ethnic communities, and WHEREAS, Utah and Salt Lake City have become more racially,ethnically,linguistically, culturally,and religiously diverse and are trending more toward diversity;and WHEREAS, the 2000 US Census estimated that 15.6percent of the Salt Lake City Metropolitan Area was ethnically diverse,and current data estimates that Salt Lake City is 32.7 percent ethnically diverse,a more than two fold increase in only seven years;and WHEREAS, according to the Bureau of Economic and Business Research at the University of Utah in 2010,Salt Lake City's ethnic populations are estimated to make up 41 percent of the City's total population by 2050;and WHEREAS, the Office of Ethnic Affairs has carried out business conferences to help advise and educate local business owners and entrepreneurs within Salt Lake City's ethnic communities;and WHEREAS, the Office of Ethnic Affairs works closely with local ethnic chambers and non profit groups to support activities and provide resources;and WHEREAS, the Office of Ethnic Affairs assists Salt Lake City's ethnic populations by taking calls and helping constituents fund the correct division of local government to assist them with various issues;and WHEREAS, the State of Utah and Salt Lake City have a vested interest in helping maximize the potential of their constituents by remaining responsive to the needs of ethnic communities;and WHEREAS, it is in the best interest of the State of Utah and Salt Lake City to address issues of concern that impact ethnic communities by promoting inclusiveness and cultivating a high level of trust between.State government and ethnic communities;and WHEREAS, Salt Lake City,through the Mayor's Office of Diversity and Human Rights has as its mission to elevate the protection of basic human rights for all Salt Lake City residents through policy,education,advocacy,and celebration. f������Yy�����* Rgv .�✓„'vv'��v.Vcr� •r��J�-G'��f"-"v����v�✓�����.:���.���"�`���"`J�s ';��..
