A. Possible Text Amendment to Historic Signs Zoning Ordinance:
Council Member Adams would like to initiate a text amendment to the City's Zoning
ordinance pertaining to historic signs. The intent is to improve the process to restore
and replace existing historic signs so that they can be better preserved and utilized. The
following objectives could be considered during the review process:
• To be able to remove, restore, and replace existing historic signs
o Allowed under current code, as `routine maintenance'.
• To be able to move historic signs elsewhere on their current site
o Not allowed under current code, given that most of these sign types are
non-conforming.
• Change the copy of historic signs to adapt as buildings change use.
o Not allowed under current code. Though this runs contrary to current city
preservation policy, that policy can be amended to support improved
preservation/reuse of historic signage.
• To be able to remove, modify, and relocate historic signs to new locations.
o Not allowed under current code. Though this runs contrary to current city
preservation policy, that policy can be amended to support improved
preservation/reuse of historic signage.

B. Ground Transportation Rate Restrictions:
Department of Airports Director Maureen Riley on December 18, 2015, enacted rate
restrictions on all ground transportation companies — except Transportation Network
Companies — taking passengers from Salt Lake City International Airport to
destinations inside Salt Lake City. Salt Lake City Code Sections 5.71.261B and 16.60.140
authorize the department's executive director to impose temporary rate restrictions with
the approval of the Mayor and upon notice to the City Council.
The director imposed the temporary restrictions in response to consumer complaints
about the high cost of ground transportation fares from the airport to Salt Lake City
destinations after the City Council repealed rates for on-demand transportation service
between the airport and other Salt Lake City destinations. The rates are a maximum $25
fare for up to two passengers for destinations to and including 50o East Street, and a
$3o maximum fare for up to two passengers for Salt Lake City destinations east of 500
East Street. In both cases, ground transportation businesses can charge a maximum of
$5 per person for every passenger in a group larger than two.
According to the Department of Airports, the same rate restrictions are scheduled to be
imposed again to take effect June 18. The City Code gives the City Council 6o days either
to approve or disapprove the restrictions in a formal action. If the Council takes no
formal action within 6o days, the restrictions will continue for another four months.
According to the Department, the rate restrictions appear to have stabilized ground
transportation passenger costs to destinations within Salt Lake City. Transportation
Network Companies such as Uber and Lyft are not affected by the rate restrictions
because they are regulated by the State of Utah. However, Department of Airports
personnel have indicated that the companies' fares generally are less than the maximum
fares in the rate restrictions.

The Council had no objections.
Discussion took place regarding the West side areas being required to pay
the same amount for Airport travel to go a short distance as those
traveling a longer distance.
The Council discussed the maximum fare of$25 and whether consideration
could be provided to establish a separate maximum for the West side
versus citywide.
Ms. Gust-Jenson said Staff could request additional information to see if
consideration as to area in establishing those fees was previously
considered.
