A. City Council/School Board Leadership Quarterly Meeting 9:12:37 PM
The meeting is scheduled for Thursday, October 6, 2016 from 2:00 pm to 3:3o pm
hosted by the School Board.
Please let Council staff know of any agenda items you would like Council
leadership to discuss with the School Board leadership. Cindy Gust-Jenson,
Executive Council Director, said typically the Council Chair and Vice Chair
and the Chair of the Redevelopment Agency (RDA)attended.She asked
Council Members to let Staff know if there were any items/issues they
wanted to have added to the agenda. Councilmember Johnston requested
an e-mail follow-up reminder.
B. Legislative Action Regarding Zoning Implementation for the
Northwest Quadrant Master Plan
Council Members Rogers, Luke and Kitchen would like to initiate a legislative action
requesting the Administration develop the zoning consistent with the recently adopted
Northwest Quadrant Master Plan.
The Administration is encouraged to work with stakeholders to develop new zoning
regulations that will successfully implement the vision outlined in the Northwest
Quadrant Master Plan.
If the Council is supportive of this request, a vote will be taken during the formal meeting
to initiate this petition.
Do Council Members support this request?No discussion(vote taken
during formal meeting initiating the legislative action).
C. NEW ITEM: Public Engagement Funding Cost Center
Discussion was held on the attached handout provided to the Council by the
Administration. Mr. Litvack explain the proposal to the Council. He said as part of the
State funding for public engagement, the City was granted $ioo,000. He said he received
a request to establish a grant cost center so the funding could be received from the State.
He said some adjustments had been made to the proposal relating to bus tours, etc. He
said the Administration planned to use a variety of ways to notify the public(flyers,
mailers,workshops, etc). He said part of the funding would be used to pay Architectural
Nexus (vendor)to perform public engagement work related to the issue. He said he was
looking for a straw poll from Council to establish the cost center to receive the funding
(to be formalized through an upcoming budget amendment). Councilmember Rogers
asked if there was Council support.A majority of the Council was in favor. Council
Members expressed concerns about the amount of money being proposed for
snacks/refreshments and a graphic recorder.They expressed interest in having the
Administration utilize the funding judiciously to reach as many people as possible.
