TUESDAY, APRIL 12 , 2011
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, April 12, 2011 at 7 : 41 p.m. in Room 326, Committee Room, City
County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Stan Penfold Van Turner
Jill Remington Love Soren Simonsen Luke Garrott
JT Martin
Mayor Ralph Becker; Cindy Gust-Jenson, Executive Council Director;
Lynn Pace, Deputy City Attorney; Neil Lindberg, Council Legal Director;
and Scott Crandall, Deputy City Recorder; were present.
Councilmember Love presided at and conducted the meeting.
POTENTIAL ACTION ITEMS
#1 . RE: 8:31:59 PM Adopting an ordinance changing the City' s zoning
regulations to prohibit new electronic billboards and regulate changing
existing billboards to an electronic format. Related provisions of Title
21A - Zoning may also be amended as part of this petition. Petition

Councilmember Christensen moved and Councilmember Penfold seconded
to adopt Ordinance 17 of 2011 .
8:32:25 PM Councilmember Christensen said he had some concerns but
felt comfortable moving forward because the ordinance allowed time for
further review/refinement. He said he hoped opportunities could be
found to modify the ordinance in order to meet ongoing public policy
goals envisioned by the Council .
8:33:29 PM Councilmember Martin said this was a difficult issue
because he believed businesses needed the ability to advertise . He said
he felt the use of digital signs would only increase in the future and
Council/community discussions were needed to better understand and
address this issue. He said although regulations were necessary, it was
important to move forward as soon as possible so businesses could
continue their operations .
8:36:01 PM Councilmember Love said a clarification was needed on the
motion. She asked if the motion was to adopt the revised ordinance
before the Council that called for a review in nine months and
consistent across the board. Councilmember Christensen said yes . He
said he assumed the latest ordinance given to the Council was the
ordinance being considered, so that was his intent.

8:36:28 PM Councilmember Penfold said he supported the ordinance
because he felt it was the Council' s intent to take additional time to
review the issue . He said modifications could be made to the ordinance
after the Council reviewed studies which were being conducted and
received other information.
8:37 :15 PM Councilmember Turner said the City was fortunate to have
good businesses in the advertising industry that were leaders across the
country. He said they provided a lot of information which he wanted to
study further. He said he thought the proposal gave the Council
additional time for review/follow-up and would vote in favor of the
motion.
8:38:17 PM Councilmember Simonsen said he had additional items he
wanted the Council to focus on while the ordinance was being reviewed
over the next nine months . He said one issue was to study/identify
potential safety impacts and areas where those impacts might be
heightened in neighborhoods, around schools, parks, freeways,
interchanges/off-ramps, etc. He said another issue was to
identify/evolve the Council' s vision for specific corridors/gateways .
He said visual clutter could impact how a community was perceived and
felt special attention, including long-range policies, was needed in
addressing these issues . He said specific legislative intent statements
could be made if other Council Members wanted.
8:39:54 PM Councilmember Love said she thought that was a good place
to start and asked Councilmember Simonsen, since the issue was going to
remain with the Council, if he was comfortable just giving their staff
direction to work on this . Councilmember Simonsen said yes .
8:40:36 PM Councilmember Christensen said he wanted to clarify the
ordinance only applied within the corporate boundaries of Salt Lake
City. Mr. Lindberg said that was correct.
8:40:50 PM Councilmember Love said information presented during the
public hearing helped her understand how valuable outdoor advertising
was for businesses . She said the proposed ordinance was about esthetics
and gave the Council an opportunity to look at placement of
advertising/electronic billboards and how to best showcase Salt Lake as
the Capitol City. She said as the ordinance progressed, she wanted to
direct Council staff to explore ways to reduce the number of paint
boards . She said the City was committed to reduce its carbon footprint
and felt the Council needed to look at energy issues associated with
electronic signs as part of the review process . She said she was
committed over the next nine months to continue to work with corporate
citizens in developing the best ordinance possible .

8:44:19 PM Councilmember Simonsen said he wanted to add one more item
to his previous request. He said there was a public service component
which needed to be protected where electronic signs were used to alert
the public to safety issues, Amber Alerts and other instant messaging.
He said consideration was needed on where they were located and how they
were used to best capture/provide public messages .
Councilmember Love called for the question, which motion carried,
all members voted aye .

NEW BUSINESS
#1. 8:46:15 PM RE: Adopting a resolution authorizing the filing of
applications with the Federal Transit Administration (FTA) ; an operating
administration of the United States Department of Transportation, for
Federal Transportation Assistance authorized by 49 U. S .C. Chapter 53,
Title 23, United States Code, and other Federal statutes administered by
the Federal Transit Administration. Resolution will authorize the
filing of applications with the FTA for the Downtown Streetcar
Alternatives Analysis . View Attachments
Councilmember Simonsen moved and Councilmember Turner seconded to
adopt Resolution 16 of 2011, which motion carried, all members voted
aye .
