WORK SESSION
TUESDAY, APRIL 19, 2005
The City Council of Salt Lake City, Utah met in a Work Session on
Tuesday, April 19, 2005, at 5 : 30 p.m. in Room 326, Committee Room, City
County Building, 451 South State Street.
In Attendance : Council Members Carlton Christensen, Van Turner, Eric
Jergensen, Nancy Saxton, Jill Remington Love, Dave Buhler, and Dale
Lambert.
Also In Attendance : Cindy Gust-Jenson, Executive Council Director;
Mayor Ross C. "Rocky" Anderson; Rocky Fluhart, Management Services
Chief Administrative Officer; Jennifer Bruno, Council Policy Analyst;
Lehua Weaver, Council Constituent Liaison; Janice Jardine, Council Land
Use Policy Analyst; Gary Mumford, Council Deputy Director/Senior
Legislative Auditor; Sam Guevara, Mayor' s Chief of Staff; LuAnn Clark,
Housing and Neighborhood Development Director; Lynn Pace, Deputy City

Attorney; Dr. Ray Mundy, Ground Transportation Study Investigator; and
Scott Crandall, Deputy Recorder.
Councilmember Lambert presided at and conducted the meeting.
The meeting was called to order at 5 : 37 p.m.

#1 . 5:37:42PM CONSIDER A MOTION TO ENTER INTO EXECUTIVE SESSION FOR
THE PURPOSE OF STRATEGY SESSIONS TO DISCUSS THE PURCHASE, EXCHANGE, OR
LEASE OF REAL PROPERTY WHEN PUBLIC DISCUSSION OF THE TRANSACTION WOULD
DISCLOSE THE APPRAISAL OR ESTIMATED VALUE OF THE PROPERTY UNDER
CONSIDERATION OR PREVENT THE PUBLIC BODY FROM COMPLETING THE
TRANSACTION ON THE BEST POSSIBLE TERMS, AND TO DISCUSS PENDING OR
REASONABLY IMMINENT LITIGATION; PURSUANT TO UTAH CODE ANN. § § 52-4-4 ,
52-4-5 (1) (a) (iii) AND 52-4-5 (1) (a) (iv) , AND ATTORNEY-CLIENT MATTERS
THAT ARE PRIVILEGED, PURSUANT TO UTAH CODE ANN. 78-24-8 .
Councilmember Love moved and Councilmember Saxton seconded to
enter into The Executive Session, which motion carried, all members
voted aye . See File M 05-2 for Sworn Statement and Tape.
#2 . 6:13:11 PM RECEIVE A FOLLOW-UP BRIEFING REGARDING FINDINGS OF A
GROUND TRANSPORTATION INDUSTRY STUDY COMMISSIONED BY THE CITY COUNCIL.

Dr. Ray Mundy briefed the Council with a computer presentation and
the attached handout. Dr. Mundy said an ordinance could be created
which suspended the current regulatory structure . He said the
intention would be to supersede the ordinance and replace it with a
non-exclusive taxi franchise system.
#3 . 6:52:30 PM RECEIVE A BRIEFING REGARDING THE PROPOSED AMENDMENT
TO INCREASE MAXIMUM RATES TAXI DRIVERS MAY CHARGE RIDERS . (ITEM F3)

Dr. Ray Mundy and Russell Weeks briefed the Council with the
attached handout. Council Members discussed options for receiving
public input on both the ground transportation study/recommendations
and the proposed rate increase. The Council was in favor of holding
separate hearings . Ms . Gust-Jenson said the rate increase hearing
could be scheduled for May 3, 2005 and the ground transportation
hearing June 7, 2005 . Mr. Weeks said the transportation study would be
posted on the City' s website and copies were available to the general
public. Councilmember Lambert said a follow-up briefing would be
scheduled.
#4 . (TENTATIVE) HOLD A FOLLOW-UP DISCUSSION RELATING TO THE
LEGISLATIVE SPECIAL SESSION/SALT PALACE EXPANSION.
Item was not discussed.
#5 . 8:59:57 PM (TENTATIVE) CONSIDER A MOTION TO ENTER INTO
EXECUTIVE SESSION, IN KEEPING WITH UTAH CODE, TO DISCUSS LABOR
NEGOTIATIONS, PURSUANT TO UTAH CODE ANN. § § 52-4-4 AND 52-4-
5 (1) (a) (ii) .
Councilmember Lambert moved and Councilmember Saxton seconded to
enter into Executive Session, which motion carried, all members voted
aye . See File M 05-2 for Sworn Statement and Tape.
#6 . 6:10:48PM REPORT OF THE EXECUTIVE DIRECTOR, INCLUDING A REVIEW
OF COUNCIL INFORMATION ITEMS AND ANNOUNCEMENTS .
Ms . Gust-Jenson said the Council was given additional information
regarding the Lowe' s petition. She said the agreement would be
completed after closures were made .
The meeting adjourned at 9 : 10 p .m.
