TUESDAY, APRIL 3, 2007
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, April 3, 2007 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Van Turner Soren Simonsen
Nancy Saxton Dave Buhler Eric Jergensen
Jill Remington Love
Cindy Gust-Jenson, Executive Council Director; Mayor Ross C.
"Rocky" Anderson; Edwin Rutan, City Attorney; and Chris Meeker, Chief
Deputy City Recorder; were present.
Councilmember Turner presided at and conducted the meeting.
#1 . 7:19:08PM The Council led the Pledge of Allegiance .
#2 . 7:19:43 PM Councilmember Jergensen moved and Councilmember
Saxton seconded to approve the minutes of the Salt Lake City Council
Meetings held March 20, 2007, which motion carried, all members voted
aye .

PUBLIC HEARINGS
#1 . 7:19:58 PM Accept public comment and here public protests
regarding the construction of improvements within the City consisting
of the removal and reconstruction of deteriorated concrete sidewalks
and all other miscellaneous work necessary to complete the improvements
in a proper workmanlike manner; to create the Salt Lake City, sidewalk
replacement SID 2005/2006, 2006/2007 FY, Job No. 102136 (The
"District") ; to pay the acquisition and installation costs and expenses
by special assessments to be levied against the property benefited by
such improvements; to provide Notice of Intention to authorize such
improvements and to fix a time and place for protests against such
improvements, assessments or the creation of the District; to declare
its official intent to reimburse itself for expenditures paid by it
prior to the sale of bonds; and to authorize advertisement of
construction bids and related matters .

Councilmember Saxton moved and Councilmember Simonsen seconded to
close the public hearing and refer the issue to Engineering for
tabulation, which motion carried, all members voted aye .

#2 . 7:21:43 PM Accept public comment and consider adopting an
ordinance amending the zoning map pursuant to Section 21A. 34 . 020 C of
the Salt Lake City Code and place the Walker Bank Building, located at
175 South Main Street, on the Salt Lake City Register of Cultural
Resources as a Landmark Site (Petition 400-06-20) .View Attachments
Councilmember Simonsen was recused because his company was
involved with the issue .
The following citizen spoke in favor of the issue : Susie
Petheram, representing Cooper, Robert and Simonsen .
The following citizen did not wish to speak but was in support of
the issue : Kirk Huffaker
Councilmember Love moved and Councilmember Christensen seconded to
close the public hearing, which motion carried, all members voted aye .
Councilmember Buhler moved and Councilmember Christensen Seconded
to adopt Ordinance 10 of 2007, which motion carried, all members voted
aye .

ordinance to amend the Downtown Master Plan and the urban Design
Element pursuant to Petition No . 400-06-37 (City Creek Development PRI)

The following Citizens spoke in support of the amendment : Lane
Beattie, Bruce Bingham, Bob Farrington, Victoria Orme, Jerry Fenn, J.
Malan Heslop, Bruch Heckman, Alan Sullivan, Mark Gibbons, Kent Murdock
and Bert Zimmerli .
The following Citizens spoke regarding the amendment : Tom Gunney,
Kathleen Hill, Dale Abbott and Jaynie Brown.
The following Citizens spoke in opposition of the amendment :
Daniel Ball, Christian Harrison, David Scheer, Stephen Goldsmith, Jack
Hammond, William Chatwin, Duane Wakan and Shirley McLaughlan.
Councilmember Jergensen moved and Councilmember Buhler seconded to
close the public hearing and defer the discussion to a future meeting
(April 17 , 2007) , which motion carried, all members voted aye .

Jim Garside, President of Big Ditch Irrigation Company spoke about
a City water monopoly and asked for an elected official to talk to him
about the problem.
Peter Onuoha spoke about Mobile Ice cream trucks without permits .

Councilmember Buhler moved and Councilmember Simonsen seconded to
approve the Consent Agenda, which motion carried, all members voted
aye .
#1. Amending Resolution No. 18 of 2007 dated March 13 2007, and
adopting Resolution 23 of 2007 to correct the optional redemption
provision regarding the $392,000 Salt Lake City, Special Assessment
Bonds, Series 2007 (2004 sidewalk replacement and Quayle Avenue
Reconstruction Special Improvement District) (The "Series 2007 Bonds") ;
