04/30/1991 - Minutes H1 - 9/- CP HEL EI\./ECG Community Development Advisory Committee JUN 41991 Minutes April 30, 1991 In attendance: Ranae Pierce, Rosemary Grim, Rawlins Young, Marion Willey, Hermoine Jex, Curley Jones, Kim Anderson, Nancy Saxton, Russell Allred, and Diana Smoot. Staff : Stephanie Harpst and Sherrie Hansen. Excused: Rosemarie Rendon Meeting was called to order at 5:45 p.m. Stephanie distributed a list of the final funding recommendations made by the City Council on 17th Year CDBG projects, and a pamphlet from the Redevelopment Agency requesting citizen participation at a public hearing on developing Block 49 . Stephanie then introduced Bob Buchannan from Capital Planning and Larry Witherow from Travelers Aid who reported on the Federal Transitional Housing Grant which is currently available. Travelers Aid is requesting $40,000 from the 16th Year Land-Write Down account. This money will be used as a needed match to secure the property, which is a requirement of the grant. Bob explained that the grant will be used to purchase an apartment complex located at 316 Cheyenne Street (1520 West) which will provide 20 units of transitional housing. Bob further explained that additional funding would be needed in the next 2 years in the amounts of $35,000 and $30,000 . He told CDAC that the project had to be self sustaining within 6 years . See Attachment A. Kim asked if Travelers Aid would be coming back to ask for CDBG operational money. Bob said this could be a possibility. Curley asked if rehab costs were $160,000 per unit. Bob said, no that is the total cost of rehab for the complex. Kim reminded Bob and Larry about the rehab costs to Ben Albert and asked if the building would be inspected as to structural damage, heating/cooling etc . Bob explained that $160,000 was a firm rehab estimate. Stephanie asked that CDAC make a recommendation before Bob and Larry leave the meeting. Ranae moved and Diana 2nd that upon approval of the West Side Community Council, $40 ,000 from the Land-Write Down account be used for the transitional housing project located at 316 Cheyenne. Hand vote taken resulted in favor of this motion. 6 in favor, 1 opposed, 3 abstained. Stephanie reported on the final funding recommendations made by the City Council. She reported that the Council had recommended the same funding levels as the Mayor except for a $10, 000 reduction from the Multi-Cultural Complex to be allocated to the Handicap Ramp Construction and the reduction of $20, 000 from Sugarhouse CDC to be allocated to the Marmalade Hill Center Renovation. Stephanie then informed CDAC about the possibility of substituting partial payment of a fire truck for the ineligible Urban Forestry costs . She explained that Urban Forestry was originally funded in 13th, 14th and 15th Year to support planting, trimming and spraying trees . Upon review, The U.S. Department of Housing and Urban Development (HUD) , determined that funding spent on spraying and trimming trees ( $134, 146 . 38 ) was ineligible. HUD will allow the City to reimburse this funding by substituting from the General Fund Budget a CD eligible project. The City proposes to partially fund the purchase of a new fire truck to be housed at Fire Station No. 1, located at 159 E. 100 So. This truck will serve Westside, Central City and downtown areas, which are all CD eligible areas . The total cost of the fire truck is $486, 243 . $134 , 146 .38 of General Fund monies already allocated for the fire truck will be used to reimburse CDBG funds . This amount will then be allocated to the fire truck, creating a new project in the 15th Year CDBG Program. See Attachment B. Stephanie further explained that this would amend the 15th Year CDBG Application and this needed Citizen Participation and CDAC' s approval to do this . Ranae moved and Diana 2nd to amend the 15th Year CDBG Application by reimbursing the ineligible Urban Forestry Costs with payment toward a fire truck. Hand vote taken resulted in favor of this motion. 7 in favor, 3 opposed. Motion passed. Ranae moved and Diana 2nd to pass the minutes from their meetings held on January 24, February 17, 12 and 19, 1991 . Voice vote taken resulted in favor of this motion. Motion passed. Purchase price about $180,000 Rehab. cost about $160,000 FUNDING: State Critical Needs Housing $105, 000 ( $35,00 for three years) Salt Lake City 105, 000 ( $40,000, 35,000, 30,000 each of three years) Department of Housing and Urban Development Acquisition/rehab. 200, 000 Operations (5 years) 150, 000 Other in-kind and cash match 140,000 REQUEST $40,000 from current year Land Write-down account ATTAC ANT B April 30, 1991 TO: CDAC Members FROM: Stephanie Harpst, CDBG Planner RE: SUBSTITUTING PAYMENT FOR FIRE TRUCK FOR DISALLOWED URBAN FORESTRY COSTS Background: HUD has disallowed a portion of our costs paid with CDBG funds for trimming and spraying trees in the Urban Forestry program during three CD program years (1987-90) . This amount totals $134,006 . 38. HUD will allow us to pay this funding back by substituting a CD eligible project. We have requested that we be allowed to partially fund the purchase of a new fire truck to be housed at Fire Station No. 1 at 178 E. ! 00 So. This truck will serve east and west downtown and part of the central community, which are all CD eligible areas . The total cost of the truck is $486,243, of which $134,006 .38 will be paid with CDBG funds and the GF amount already allocated for the truck will be used to reimburse our CD letter of credit.
