TUESDAY, APRIL 4, 2017
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, April 4, 2017 at 7 : 04 p.m. in Room 315, Council Chambers, City
County Building, 451 South State .
The following Council Members were present:
Charlie Luke Andrew Johnston James Rogers
Erin Mendenhall Stan Penfold Lisa Adams
Derek Kitchen
Cindy Gust-Jenson, Council Executive Director; Jacqueline
Biskupski, Mayor; Margaret Plane, City Attorney; David Litvack, Mayor' s
Deputy Chief of Staff; and Scott Crandall, Deputy City Recorder; were
present.
Councilmember Penfold presided at and conducted the meeting.
OPENING CEREMONY
#1 . 7:04:42 PM Council led the Pledge of Allegiance .
#2 . 7:05:20 PM Welcome/Review of Standards of Conduct.
#3. 7:06:38 PM Councilmember Rogers moved and Councilmember Kitchen
seconded to approve the minutes of the following Council meetings, which
motion carried, all members voted aye .

• March 21, 2017 Formal Meeting

PUBLIC HEARINGS
#1 . 7:06:59 PM Accept public comment and consider adopting an
ordinance amending the budget for the Library Fund for Fiscal Year 2016-
2017 . The amendment includes funding for; completing the carpeting
project at the Main Library; a shade structure at the Main Library's
amphitheater; and implementing building improvements at the Chapman and
Day-Riverside branch libraries (Budget Amendment No. 1) . View Attachment
Councilmember Adams moved and Councilmember Luke seconded to close
the public hearing, suspend the rules, and adopt Ordinance 10 of 2017 ,
which motion carried, all members voted aye .
7 :07 :50 PM Council Members Penfold and Mendenhall commented on the
motion. They thanked the Library for the great service they provided to
the community.

#2 . 7:08:59 PM Accept public comment and consider adopting an
ordinance amending various sections of Salt Lake City Code pertaining to
Transit Station Area (TSA) zoning districts pursuant to Petition No.
PLNPCM2016-00522 . Among other changes, the proposal incentivizes
affordable housing in TSAs, requires uses on the ground floor of a
building that encourage engagement with pedestrians on the street, and
requires building materials to be high-quality and long-lasting, such as
brick, stone and patterned concrete (Petitioner - Salt Lake City

Bryce Garner spoke about the current zoning point system, affordable
housing being incentivized along North Temple and not along 400 South,
creating neighborhoods of choice (not of necessity) , and inclusionary
zoning.
Cindy Cromer spoke about mid-block crossings/pathways, modifying
ordinances according to consumer needs, and awarding substantial points
for historic preservation.
Kalmar Robbins spoke about proposed changes regarding off-sets and
set-backs and encouraged diversity in future developments .
George Chapman submitted a hearing card with written comments about
allowing wood and steel in TSA zones .
Councilmember Johnston moved and Councilmember Mendenhall seconded
to continue the public hearing to a future date, which motion carried,
all members voted aye .
7:16:32 PM Councilmember Johnston said this was a complicated issue
which needed further discussion.

#3. 7:17:00 PM Accept public comment and consider an ordinance
amending the City' s development design standards pursuant to Petition
No. PLNPCM2015-00150 . Design standards promote walkable communities
through the use of planning and architectural principles. The proposed
changes are designed to consolidate and standardize design standards
language for multiple zoning districts. Under the proposal, City Code
would have one location for the definition/description of the standards,
eliminating the various versions that currently exist in ordinance. View

Councilmember Rogers moved and Councilmember Luke seconded to close
the public hearing and defer action to a future date, which motion
carried, all members voted aye .

POTENTIAL ACTION ITEMS
#1. 7:17:52 PM Adopting a resolution approving the issuance and the
sale of up to $10,000,000 of Lease Revenue Bonds of the Local Building
Authority; authorizing the execution and delivery of certain related
documents and providing for related matters . (Fire Station No. 3) View

Councilmember Luke moved and Councilmember Johnston seconded to
adopt Resolution 8 of 2017 , which motion carried, all members voted aye.

7 :18:49 PM Consider a motion to recess as the City Council and convene
as the Board of Directors of the Local Building Authority.
Councilmember Mendenhall moved and Councilmember Kitchen seconded
to recess as the City Council and convene as the Board of Directors of
the Local Building Authority, which motion carried, all members voted
aye .
7 :20:07 PM Director Luke moved and Director Kitchen seconded to
adjourn as the Board of Directors of the Local Building Authority and
reconvene as the City Council, which motion carried, all directors voted
aye .

COMMENTS TO THE CITY COUNCIL 7 :20:49 PM
Douglas Cotant said he enjoyed attending meetings and was thinking
about running for a Council seat.
Sky Schuyler spoke about a large water leak on the property he was
renting. He said he could not get the property owner to address the issue
and asked for the Council' s help. Councilmember Luke said he thought the
issue could be addressed by the City' s Building Inspectors and asked
Council Staff to help Mr. Schuyler.
Patrick Bieker, Robert Breitling, Greg Thor, and Rigo Ramirez spoke
about a proposed Airport terminal project . They expressed concern that
if the project was not awarded to a local firm, they could lose their
jobs and the ability to provide for their families . They also expressed

concern about losing health insurance and informing the Mayor/Council
about the potential impact of illegal activities/shoddy work practices
of an out-of-state contractor being considered by the Airport .
CONSENT 7 :3 4 :01 PM
Councilmember Luke moved and Councilmember Rogers seconded to adopt
the Consent Agenda, which motion carried, all members voted aye .
#1 . Setting the date of Tuesday, April 18, 2017 at 7 : 00 p.m. to
accept public comment and consider adopting an ordinance amending the
Final Budget of Salt Lake City, including the employment staffing
document for Fiscal Year 2016-2017 . Budget amendments happen several
times each year to reflect adjustments to the City's budgets, including
proposed project additions and modifications (Budget Amendment No . 5) .

accept public comment and consider adopting an ordinance amending
Sections 15 . 16. 031 and 15 . 16. 035, Salt Lake City Code, relating to golf

#4 . Setting the date of Tuesday, April 18, 2017 at 7 : 00 p.m. to
accept public comment and consider adopting an ordinance amending the
zoning map pertaining to several parcels located at approximately 3129
South 900 East Street to rezone those parcels from Single Family
Residential (R-1/7 ,000) to Single Family Residential (R-1/5000) pursuant
to Petition No. PLNPCM2016-00542 . Under the proposal, the existing
buildings on the properties would be demolished to allow for 16 lots to
be developed. Although the applicant has requested that the properties
be zoned to R-1/5000, the Council may consider rezoning the properties
to a different zoning district with similar characteristics (Petitioner-
Growth Aide LLC - Adam Nash - Cottage Court Development Zoning Map
