TUESDAY, APRIL 7 , 2020
The City Council met in Work Session on Tuesday April 7, 2020, in
an Electronic Meeting, pursuant to Salt Lake City Emergency
Proclamation No. 2 of 2020 (2) (b) .
In Attendance: Council Members Andrew Johnston, Amy Fowler, Chris
Wharton, Daniel Dugan, Darin Mano, James Rogers, and Analia
Valdemoros .

Councilmember Wharton presided at and conducted the meeting.
The meeting was called to order at 2 : 14 p.m.
AGENDA ITEMS
#1 . 2:18:17PM UPDATE FROM THE ADMINISTRATION REGARDING THE
MAYOR' S RECENT EMERGENCY DECLARATIONS RELATING TO COVID-19
(CORONAVIRUS) AND THE MARCH 18TH EARTHQUAKE IN THE SALT LAKE
VALLEY. As part of the update, the Council may discuss public
health and other public safety, policy and budget issues stemming
from the emergency declarations. The Council may also receive
information or updates from organizations or experts related to
the emergency responses and coordination, including but not
limited, earthquake damage to City, the functioning of the
Emergency Operations Center (EOC) , City response and aid, and the
status of City buildings.
Mayor Mendenhall, Lisa Shaffer, and Rachel Otto briefed the
Council regarding facilities damage assessments of Salt Lake City
owned buildings from the earthquake (cost of repairs to be reported
soon) , two new executive orders (No. 3 : extension of Families First
Coronavirus Response Act, and No. 4 : City Emergency Responder
Pandemic Leave benefits) , Salt Lake City Emergency Management

Program Director, Pamela Lofgreen coordinating with: the County
(regarding emergency operations) , Federal Emergency Management
Agency (FEMA) (for COVID-19/earthquake issues) , and providing for
City needs (ensuring adequate Personal Protection Equipment for
employees, decontamination sites for City personnel, providing
facilities for first responders/essential employees to quarantine
for COVID-19 when necessary) , online complaint form availability
(for residents/general public to report businesses not complying
with the public health order, or gatherings in spaces that were
closed) , and receiving feedback from the Council regarding
allocation of the $4 million set aside in a budget amendment
(COVID-19 specific responses) .
#2 . 2:31:58PM BRIEFING REGARDING A PROPOSED RESOLUTION THAT
WOULD EXTEND THE MAYOR' S MARCH 10 PROCLAMATION DECLARING A LOCAL
EMERGENCY RELATING TO COVID-19 (CORONAVIRUS) . View Attachments
Katherine Lewis and Jennifer Bruno briefed the Council
regarding process of declaring an emergency, reason for extending
the declaration (expired after 30 days) , Council' s ability to
modify the terms (any necessary period/length of time, and
content) , and requirement that any further modifications
(termination of declaration/additional extension) must be ratified
by another resolution.
#3 . 2:48:00PM FOLLOW-UP BRIEFING REGARDING UPDATING THE CITY' S
2020-2024 CONSOLIDATED PLAN AS REQUIRED BY THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) . The
Consolidated Plan details the City's goals and objectives to build
healthy and sustainable communities through four federal grants:
Community Development Block Grants (CDBG) , Emergency Solutions
Grants (ESG) , HOME Investment Partnerships, and Housing
Opportunities for Persons With AIDS (HOPWA) . View Attachments
Benjamin Luedtke, Lani Eggertsen-Goff, Jennifer Bruno, Rachel
Otto, and Jennifer Schumann briefed the Council with attachments .
Discussion was held regarding COVID-19 relief funding under the
Coronavirus Aid, Relief, and Economic Security Act (CARES) , status
of Housing and Neighborhood' s (HAND) coordination with the Mayor,
and State/County leaders, goals/strategies for the new
Consolidated Plan (including data points on housing,
transportation, economic development, homeless services, and
behavioral health) , prior year plan performance (2015-2019) ,
proposed plan target areas (aligning with Redevelopment Agency
(RDA) project areas) , plan strategic actions (maximize

flexibility, provide long-term stability, leverage funding
resources, etc. ) .
Councilmember Fowler expressed concerns regarding the
exclusion of Education and Health from the new plan year' s goals
(previously included in plan year 2015-2019) . Ms . Schumann said it
was not included due to a poll conducted, where housing, quality
employment, and addressing behavioral health came at a higher
priority. Councilmember Fowler said Education was very important
to her and without school/school districts/after school program
support, kids would not eat and would not learn.
Councilmember Johnston inquired if the target areas were
expanded to all RDA areas, would impact be reduced due to such a
large area (programs with most need not receiving necessary
funding) . He also expressed concern that within some of the lowest
economic areas of the City, there was the highest percentage of
kids not reflected within the new plan (exclusion of Education) .
Ms . Schumann said regarding the target areas, the Administration
could collaborate/coordinate different areas to prioritize funds
(areas surrounding catalytic projects) , and that the Council also
had the ability to shift proposed areas at their discretion. She
added that if the Council wanted to see Education as a continuing
goal, it was not too late to be included in the plan.
Councilmember Wharton said the world had changed since the
last briefing/survey of the digital divide, and he wanted to see
that addressed within a budget amendment or the current
Consolidated Plan, and wanted assurances that this would be
considered going forward. Ms . Otto said both the equity position
(proposed by prior Administration) and transition work around
geographic equity/equity as a whole in the City, had been a big
topic within the current Administration on how to approach the
issue. She said the next budget amendment included a request for
the Equity Plan, which included ways to infuse all processes in
the City with a careful eye toward equity (including digital
equity) . She said she hoped this City-wide plan could inform the
outcome of the equity position that was currently on hold.
Straw Poll: Support to provide direction to HAND for including
Education and Health back into this year' s Consolidated Plan (2020-
2024) . All Council Members were in favor.
Councilmember Wharton said he was not persuaded that tying
the target areas and the RDA projects together and being City-

wide, was the best route (more money focused on the east side than
the west side, and being counterintuitive to the geographic equity
goal) . Ms . Eggertsen-Goff said she would follow-up with the Council
regarding details of the RDA project area and the impact on
geographic equity.
#4 . 3:59:46 PM BRIEFING REGARDING THE MAYOR' S FUNDING
RECOMMENDATIONS AND AN APPROPRIATIONS RESOLUTION ADOPTING THE ONE-
YEAR ANNUAL ACTION PLAN FOR FISCAL YEAR 2020-2021 THAT INCLUDES
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING, HOME INVESTMENT
PARTNERSHIP PROGRAM FUNDING, EMERGENCY SOLUTIONS GRANT (ESG)
FUNDING, HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA)
FUNDING, AND APPROVING AN INTERLOCAL COOPERATION AGREEMENT BETWEEN
SALT LAKE CITY AND THE UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT (HUD) . View Attachments
Mayor Mendenhall, Jennifer Bruno, Lani Eggertsen-Goff,
Benjamin Luedtke, Jennifer Schumann, Tony Milner, and Rachel Otto
briefed the Council with attachments . Discussion was held
regarding funding recommendations for: CDBG Administration (City
Attorney' s, Finance, and Housing & Neighborhood Development
Departments) , CDBG Housing, CDBG Neighborhood Improvements
(Transportation & Economic Development Infrastructure) , and CDBG
Public Services .
3:59:46 PM Councilmember Johnston recused himself from the
discussion based on his employment with Volunteers of America.
Further discussion included earlier coordination of
Consolidated Plan for next plan year, disqualified applicants,
allowance for the Council to modify the recommendations, and
utilization of COVID-19 funding to supplement applications that
were not fully funded.

#6 . 4:45:19PM FOLLOW-UP BRIEFING REGARDING BUDGET AMENDMENT
NO. 4 FOR THE FISCAL YEAR 2019-2020 BUDGET. Budget amendments
happen several times each year to reflect adjustments to the City's
budgets, including proposed project additions and modifications.
The proposed amendment includes funding to mitigate impacts
related to the ongoing COVID-19 (coronavirus) outbreak, among many

MASTER PLAN. The city-wide plan would replace the plan adopted in
1996. The update is part of the Division's process to develop a
request for proposals to write the new master plan. View
