08/16/1990 - Minutes Page 1 Council/Mayor Rountable Discussion Thursday, August 16, 1990 4:00 PM Conference Room Adjacent Room 306 City and County Building Present: Ron Whitehead, District One; Wayne Horrocks, District Two; Tom Godfrey, District Five; Roselyn Kirk, District Six; Mayor Palmer DePaulis; Mayor's and Council's staff. Councilmember Tom Godfrey announced that he had been contacted by Senator Bill Barton regarding a meeting to be held Wednesday, August 22nd at 7:30 pm at the Midvale City Hall. Member Tom Godfrey noted that the last official action the Council had taken was in support of light rail. The members present briefly discussed the pros and cons of light rail with the Mayor. It was noted that last year when this issue was discussed, some of the Councilmembers questioned whether light rail is the answer to the City's transportation problems. Councilmember Ron Whitehead indicated that he has concerns about the number of busses which he sees in Rose Park that are not full. Mayor DePaulis indicated that UTA moves 70,000 people a day. He said he recently attended a meeting at which the UTA Director responded to this question very effectively, and he recommended the Council invite the director in for a briefing. The Council and Mayor then discussed the City's lobbying efforts. It was suggested that a reception/information session be held in the Chamber following the election. Councilmember Roselyn Kirk suggested that all legislators from the County be invited. Coucilmember Tom Godfrey asked if the City had any resolutions for the league convention. The mayor and his staff indicated that they usually wait and allow the resolutions to surface from other cities. Councilmember Roselyn Kirk encouraged the Council and Mayor to advance one or more Revenue Issues this year, rather than waiting another year. The pros and cons of this were discussed. Councilmember Tom Godfrey and Mayor DePaulis indicated that both the League and the City are conducting task force meetings on this topic and to advance an issue this year would be premature. The group discussed the possibility of at least raising the general topic of municipal funding pressure with the Legislature this year. Councilmember Ron Whitehead suggested that the City provide to legislators a listing of the City's capital project needs. Councilmember Roselyn Kirk stressed the need to communicate with the Republican Legislators and leadership, since this was mentioned by Representative Craig Moody as a weakness of the City. Page 2 The Council and Mayor concluded by agreeing that it is important for the Legislature to be aware that the City is facing difficult financial times and that next year they will be asked to deal with several specific issues. The Mayor mentioned the idea of suggesting approval of Home Role to the Legislature. The Mayor indicated the Salt Lake City Tomorrow program is progressing. Councilmembers will be asked to be involved in conducting town meetings. One member will be asked to serve on the Steering Committee. Cindy Gust-Jenson noted that, in accordance with Council procedure, selection of a representative would be placed on the next council agenda. Councilmember Wayne Horrocks expressed interest in serving. The Mayor suggested that the Consultants be invited to a Committee of the Whole meeting to provide more information to the Council.
