A. Legislative Lobbyist
➢ If Council Members have ideas about who might be a legislative lobbyist,
please forward their names to staff so staff can prepare a list of potential
candidates.
Ms. Bruno asked Councilmembers to forward any ideas/names of legislative
lobbyist to her or Cindy Gust-Jenson.
B. Utah League of Cities &Towns Board Nominations Committee
The Utah League of Cities and Towns is looking for people to serve on the
League's Nominations Committee in September. Serving on the Committee
would involve reading applications by municipal officials who have applied to
serve on the League's Board of Directors.
➢ If anyone from the City Council is interested in serving on the Nominations
Committee, please let staff know, and staff will forward your name to the
League staff.
Ms. Bruno stated Councilmember Johnston volunteered to serve on the
committee and wanted to run it by the Council. There were no objections from
the Council.
Once the League has a pool of potential members for the Nominations
Committee, the League Executive Board will determine who will sit on the
Committee.
After the deadline for League Board of Directors applications closes on August 17,
League staff will send all members of the Nominations Committee information
on each nominee — their nomination form, a questionnaire, and any other
supplementary documents that they provide — so Nominating Committee
members can review and come prepared for the September 12 meeting.
The September 12 meeting tentatively is scheduled to run from about 7:3o a.m. to
noon, depending on the number of candidates. The Nominating Committee will
briefly interview each candidate, have time for discussion, and then vote on who
will serve on the League Board of Directors.

A. Legislative Intents, Planning for First Briefing
Staff is preparing for the first of three work session briefings on Legislative
Intents,which is an informal "post-budget discussion"with relevant department
heads and the Mayor's Office. The briefing,which is tentatively scheduled for
September, is designed as an informal discussion to provide preliminary
information and feedback, including how each legislative intent might be refined
according to a department's previous experience.
In preparation, the Council Chair requested that staff provide you the list of FY19
Legislative Intents along with our best recollection of which Council Member
requested its inclusion on the list. The hope is to modify any Legislative Intents
as needed, now that the pressure of the budget season has passed, and to
facilitate conversations with the Administration during the upcoming first
briefing on the topic.
The next two steps in the process are scheduled for Dec/Jan and March. They are
more formal discussions,based on written descriptions of progress from relevant
departments, which are then transmitted to the Council.Any Council Member
questions or concerns are then addressed in a work session discussion.
