TUESDAY, AUGUST 21 , 2018
The City Council of Salt Lake City, Utah, met in Formal Session on
Tuesday, August 21, 2018 in Room 315, Council Chambers, City County
Building, 451 South State .
The following Council Members were present:

Jennifer Bruno, Council Deputy Executive Director; Jacqueline

Mayor' s Deputy Chief of Staff; Margaret Plane, City Attorney; and Kory
Solorio, Assistant City Recorder were present.
Councilmember Mendenhall presided at and Councilmember Wharton
conducted the meeting.
The meeting was called to order at 7 : 01 p.m.

PUBLIC HEARINGS
#1. 7:03:13 PM Accept public comment and consider adopting an
ordinance amending Chapter 14 . 32 and enacting Chapter 14 . 56, Salt Lake
City Code, to regulate the placement of wireless telecommunication
facilities in the public right-of-way. Small cell wireless facilities
could pave the way for 5G technology in Salt Lake City and improved
service for 4G. As part of changes to State law, the City will soon be
required to allow small cell installations within its right-of-way. The
City is preparing design guidelines and a new ordinance to address
forthcoming small cell infrastructure installations throughout the City.

Richard Lee, Extenet Systems, spoke in favor of the proposed
ordinance . He thanked the Council and Staff for the time and effort
required to create the small cell wireless facilities ordinance .

Councilmember Kitchen moved and Councilmember Johnston seconded to
close the public hearing, suspend the rules , and adopt Ordinance 42 of
2018 amending Chapter 14 . 32 and enacting Chapter 14 . 056 of the Salt Lake
City Code to regulate the placement of wireless telecommunication
facilities in the public right-of-way, which motion carried, all members
present voted aye .

#2 . 7:05:44 PM Accept public comment and consider adopting an
ordinance amending Section 21A.37 . 020, Salt Lake City Code, relating to
design standards pursuant to Petition No. PLNPCM2017-00921 . Design
standards are intended to use principles of planning and architecture to
shape and promote a walkable environment, foster place making, protect
property values, help maintain the established character of the City and
implement the City's master plans. The proposed amendment would add
language clarifying that design standards apply to new construction and
additions as well as to existing structures when physical modifications
to design elements are proposed. Other sections of Title 21A, Zoning,
may also be amended as part of this petition. (Petitioner: Mayor Jackie

#3. 7:06:32 PM Accept public comment and consider adopting an
ordinance amending Section 21A.33.070, Salt Lake City Code, pertaining
to retail service establishments pursuant to Petition No . PLNPCM2017-
00752 . The proposed ordinance would amend the land use table to allow
Retail Services in the Mixed Use (MU) zone as a permitted use. The MU
zone currently allows "Retail Sales", which is a similar land use type.
During the previous amendment to the land use tables, retail services
was inadvertently removed from the section of the ordinance that allowed
the use in the MU zone. Related provision of Title 21A may be amended as
part of this petition. View Attachments

#4 . 7 :07 :11 PM Accept public comment and consider adopting an
ordinance amending Chapter 21A. 06, Chapter 21A. 16, and Section
21A.35 . 020, Salt Lake City Code, pertaining to the appeals process for
decisions made by the Historic Landmark Commission pursuant to Petition
No. PLNPCM2017-00154 . The amendments intend to align City ordinance with
State Code. The changes would allow applicants to appeal a decision of
the Historic Landmark Commission to the Mayor, among other changes. Other
sections of Title 21A, Zoning, may also be amended as part of this

#5 . 7 :07 :45 PM Accept public comment and consider adopting an
ordinance amending the zoning map pertaining to a parcel located at
approximately 65 South 900 East Street to rezone a portion of the parcel
from R-2 Single Family and Two Family Residential District to RMF-30 Low
Density Multi-Family Residential District pursuant to Petition No .
PLNPCM2017-0036 . The intent is to match the landlocked parcel with the
adjacent zoning at 63 South 900 East. Although the applicant has
requested that the property be rezoned to RMF-30 Low Density Multi-
Family Residential District, consideration may be given to rezoning the
property to another zoning district with similar characteristics.

2018 rezoning the property at 65 South 900 East Ave to RMF-30, which

#6 . Accept public comment and consider a grant application for
U.S. Department of Transportation Better Utilizing Investments to
Leverage Development (BUILD) Transportation Discretionary requesting
funding for pavement upgrades, intersection and traffic calming
improvements, detached sidewalks, bicycle lanes, transit stop amenities,
and fiber optic infrastructure to develop the 2 . 1 mile portion of 300
West between 600 South and 2100 South. View Attachments

South Rail Corridor Transportation Corridor Preservation Fund requesting
funding for the purchase of 0 . 174 acres of private property to secure

additional requirements regarding the identification of business license
applicants. The proposed ordinance would require the presentation of
photo identification as part of the business license application process
and will also require business license applicants to provide evidence
they possess professional certifications necessary to operate specific

adopt Ordinance 44 of 2018 amending various sections of the City Code
relating to identification requirements for business license applicants,
which motion carried, all members present voted aye .

COMMENTS TO THE CITY COUNCIL 7 :11:40 PM
Amir Cornell commented that 17 of 19 cities in Salt Lake County
allowed three minutes for public comment and requested the Council change
the City' s allowed public comment time from two to three minutes . He
also spoke about banning plastic bags in the City and expressed concerns
regarding gun control .
Travis Bird thanked the City for providing him a video he had
requested. He also requested the Mayor honor (princess-for-a-day) a
little girl with brain cancer.

#1 . 7:15:15 PM Approving a resolution authorizing an interlocal
agreement to receive $1,086,500 in Salt Lake County grant money awarded
to the City in 2017 . The funding would be used for capital repairs at
the Sorenson Campus, which included the Sorenson Multicultural Center,
Sorenson Unity Center and Steiner West Pool . The proposed transfer of
this amount, drawn from Tourist, Recreation, Cultural and Convention
(TRCC) funds, follows the March 2018 Council approval of a broader inter-
local agreement between the City and Salt Lake County for management,
programming, repairs and maintenance at the Sorenson Campus. View

Councilmember Johnston moved and Councilmember Kitchen seconded to
adopt Resolution 35 of 2018 authorizing approval of an Interlocal
Cooperation Agreement between Salt Lake City Corporation and Salt Lake
County for the allocation of Tourism, Recreation, Cultural, and
Convention (TRCC) funding.
Councilmember Mendenhall thanked the Administration for their work
on the awarded TRCC monies for the Sorenson Campus . She said it was a
fantastic thing to apply for and receive, particularly as the City
undertook a new contract for interlocal management of the facilities .
Councilmember Wharton called for the question, which motion
carried, all members present voted aye.

#2 . 7:16:33 PM Adopting a resolution authorizing the issuance and
sale of not-to-exceed $1 ,250 ,000 ,000 aggregate principal amount of one
or more series of airport revenue bonds (the "series 2018 bonds") for
the purpose of financing certain capital improvements to the Salt Lake
City international airport; authorizing the execution and delivery of a
second supplemental trust indenture; giving authority to certain
officials and officers to approve the final terms and provisions of the
series 2018 bonds within the parameters set forth herein; providing for
the publication of a notice of public hearing and bonds to be issued;
providing for the running of a contest period; authorizing the taking of
all other actions necessary for the consummation of the transactions
contemplated by this resolution; and related matters. View Attachments
Councilmember Luke moved and Councilmember Johnston seconded to
adopt Resolution 36 of 2018 :
• Authorizing up to $1 .25 billion of airport revenue bonds to finance
capital improvements to the Salt Lake City International Airport;
• Authorizing a second supplement trust indenture;
• Authorizing certain officials and officers to approve the final
terms and provision of the bonds within the parameters in the

CONSENT 7 :17 :53 PM
Councilmember Kitchen moved and Councilmember Luke seconded to
approve the Consent Agenda, which motion carried, all members present
voted aye .
#1 . Setting the date of Tuesday, September 18, 2018 at 7 : 00 p.m.
to accept public comment and consider adopting a resolution authorizing
a building permit fee waiver for Shelter the Homeless, Inc. The request
would waive impact and permit fees associated with two Homeless Resource
Centers (HRCs) located in Salt Lake City. Shelter the Homeless is a local
nonprofit that will manage the new HRCs. View Attachments

#2 . Setting the date of Tuesday, September 18 , 2018 at 7 : 00 p.m.
to accept public comment and consider adopting an ordinance amending the
Final Budget of Salt Lake City, including the employment staffing
document, for Fiscal Year 2018-2019 . Budget amendments happen several
times each year to reflect adjustments to the City's budgets, including
proposed project additions and modifications. (Budget Amendment No. 1)
