WORK SESSION

The City Council of Salt Lake City, Utah, met in a Work Session on
Tuesday, August 9, 2005, at 5 : 30 p.m. in Room 326, City Council Office,
City County Building, 451 South State Street.
In Attendance : Council Members Carlton Christensen, Van Turner, Eric

The meeting was called to order at 5 : 38 p.m.

TUNING OF THE 1995 CITY-WIDE REWRITE . (PETITION NO. 400-02-43 . ) View

Marilyn Lewis, Cheri Coffey and Janice Jardine briefed the Council
from the attached handout . Ms . Jardine asked the Council if they wanted
a motion prepared. Council Members were in favor of a motion.
Councilmember Lambert said this item would be moved forward as scheduled.

CHATTERTON AMENDING THE ZONING ORDINANCE TO ALLOW PLANT/GARDEN SHOP WITH
OUTDOOR SALES AS A CONDITIONAL USE IN THE RB DISTRICT; AMEND THE CENTRAL
COMMUNITY MASTER PLAN AND REZONE PROPERTY AT 1432 SOUTH 1100 EAST FROM

#6 . 6 : 45 : 01 PM RECEIVE A BRIEFING TO AMEND THE ZONING ORDINANCE TO
ALLOW DIFFERENT TYPES OF DEPARTMENT STORES IN VARIOUS COMMERCIAL AND
DOWNTOWN ZONING DISTRICTS . (PETITION NO. 400-04-29) View Attachments
Russell Weeks, Joel Paterson and Louis Zunguze briefed the Council
from the attached handout and visual maps . Councilmember Love asked that
a colored zoning map be provided to each Council Member. Councilmember
Christensen said he wanted to tour the main corridors . He said a list
could be provided of what stores could be located in each corridor.
Councilmember Jergensen said he agreed. He said he wanted to see the
proposed zones for different parts of the City. All Council Members were
in favor of a tour. Councilmember Lambert said this item would be moved
forward for a public hearing in October. He said in the interim a map
and a tour would be provided.

Jan Aramaki, Louis Zunguze, Michael Barry and Kurt Larson briefed
the Council from the attached handout. Councilmember Love said the
consultant should be someone who could look at both policy and budget.
Cindy Gust-Jenson said the Council could establish criteria so neighbors
had adequate notice . Councilmember Lambert asked for a straw poll on
hiring a consultant. All Council Members were in favor. Councilmember
Lambert asked for a straw poll on whether private lighting should be
phased out . Councilmember Christensen said the Council should not
discourage someone from completing the process if they had already
started the process and could meet the requirements . He said others
should not be invited to join. Councilmember Love said she was not
prepared to discontinue private lighting but she supported establishing
criteria. Councilmember Lambert said Special Improvement Districts and
lighting programs were working and until there was something else in
place, he was not prepared to abandon private lighting. Councilmember
Jergensen said criteria were needed to tighten up the program.
Councilmember Saxton said she agreed.
