02/01/2005 - Minutes (2) PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION TUESDAY, FEBRUARY 1 , 2005 The City Council of Salt Lake City, Utah, met in a Work Session on Tuesday, February 1, 2005, at 5 : 00 p.m. in Room 326, City Council Office, City County Building, 451 South State Street. In Attendance : Council Members Carlton Christensen, Van Turner, Nancy Saxton, Jill Remington Love, Eric Jergensen, Dave Buhler and Dale Lambert. Also in Attendance : Cindy Gust-Jenson, Executive Director of Council; Mayor Ross C. "Rocky" Anderson; Dave Oka, Redevelopment Agency Director; Diana Karrenberg, Community Affairs Manager; Valda Tarbet, Redevelopment Agency Deputy Director; Louis Zunguze, Planning Director; Sylvia Jones, Council Research and Policy Analyst/Constituent Liaison; Jennifer Bruno, Council Policy Analyst; Russell Weeks, Council Policy Analyst; Sam Guevara, Mayor' s Chief of Staff; Lehua Weaver, Council Constituent Liaison; Rick Graham, Public Services Director; Ed Rutan, City Attorney; Rocky Fluhart, Chief Administrative Officer; Chris Bramhall, Senior City Attorney; Gary Mumford, Council Deputy Director/Senior Legislative Auditor; Lynn Pace, Deputy City Attorney; and Beverly Jones, Deputy City Recorder. Councilmember Lambert presided at and conducted the meeting. The meeting was called to order at 5 : 10 p.m. AGENDA ITEMS #1 . 5 : 10 : 53 PM (TENTATIVE) THE COUNCIL WILL CONSIDER A MOTION TO ENTER INTO EXECUTIVE SESSION FOR THE PURPOSE OF STRATEGY SESSIONS TO DISCUSS THE PURCHASE, EXCHANGE, OR LEASE OF REAL PROPERTY WHEN PUBLIC DISCUSSION OF THE TRANSACTION WOULD DISCLOSE THE APPRAISAL OR ESTIMATED VALUE OF THE PROPERTY UNDER CONSIDERATION OR PREVENT THE PUBLIC BODY FROM COMPLETING THE TRANSACTION ON THE BEST POSSIBLE TERMS PURSUANT TO UTAH CODE ANNOTATED 54-5-5 AND 54-4-5 (1) (a) (iv) AND ATTORNEY-CLIENT MATTERS THAT ARE PRIVILEGED PURSUANT TO UTAH CODE ANNOTATED 78-24-8 . Councilmember Turner moved and Councilmember Christensen seconded to enter into Executive Session, which motion carried, all members voted aye . #2 . INTERVIEW JAMES GUILKEY PRIOR TO CONSIDERATION OF HIS APPOINTMENT TO THE HOUSING ADVISORY AND APPEALS BOARD . Interview not held. #3 . INTERVIEW DAVID FITZSIMMONS PRIOR TO CONSIDERATION OF HIS REAPPOINTMENT TO THE HISTORIC LANDMARK COMMISSION. 05 - 1 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION TUESDAY, FEBRUARY 1 , 2005 Interview not held. #4 . 9 : 28 : 00 PM (TENTATIVE) HOLD A DISCUSSION REGARDING LEGISLATIVE ISSUES . Lynn Pace briefed the Council . He said he felt Salt Palace expansion would take place . He said there would be some legislation on Redevelopment Agencies (RDA) this year. He said hate crimes was currently in the Rules Committee . He said there was a group actively lobbying to promote passage of that legislation. He said tire recycling had not yet been drafted. He said the concept consisted of raising the fee for recycling tires from $1 to $1 . 50 through January 1, 2007 . He said the 50 increment would be used to pay for relocation of the facility. He said a similar bill dealing with recycling waste tires proposed to increase the amount the State paid to tire recyclers . Mr. Pace said automatic traffic enforcement was in the Rules Committee . He said Salt Lake Council of Governments supported this bill . He said the League of Cities and Towns supported red light enforcement but not speeding enforcement. He said there was no draft of the bill for sales tax issues . He said the impact of these taxes could be significant. He said one concept was a streamline sales tax for one rate Statewide for counties like Salt Lake . He said another piece of this bill included an inflation adjustment to property taxes but would not alter current distribution of sales tax. Councilmember Lambert asked if the majority of the Council wanted to protect zap tax. Council Members were in favor. Mr. Pace said Airport 20-year retirement came out of Committee without opposition and was on the Senate floor. He said the Land Use Development Management Act was being studied by the Office of Legislative Research and General Counsel . A discussion was held on living wage . Council Members were in favor of monitoring this issue . Mr. Pace said one GRAMA bill made changes now and the other bill took the difficult issues and put them into an Interim Task Force Study. He said he felt both bills would pass . He said he was monitoring amendments to the Indoor Clean Air Act and the bicycle safety bill had moved from Committee to House Floor. Mr. Pace said there was a township legislation bill . He said townships were defined areas where there could be no annexations unless the entire township voted in favor of it . He said the restriction was set to expire July 1, 2006 and the County' s first priority was to eliminate the sunset provision. He said $85 million had been appropriated for transportation. #5 .
